Job summary

The North Carolina Department of Health and Human Services (NCDHHS) is seeking a Business Manager I (NS) within the Budget and Analysis team to lead budget analyses and coordinate the department’s annual budget development. This role collaborates with senior leaders to ensure sound budgeting across divisions and programs.

The position emphasizes performance metrics, fiscal stewardship, and effective project delivery, with hybrid onsite reporting in Raleigh, NC.

Qualifications

Experience in program, service or budget analysis and compliance; establishing performance metrics.
Knowledge of legislative process affecting program budgets and development; impact on department and clients.
Ability to lead short-term projects, meet deliverables and monitor progress.

Responsibilities

Lead multiple budget analysis projects and support the annual budget development process.
Prepare base budget, review division expansion requests, maintain block grant plans.
Coordinate with senior leadership, division staff, and program teams to ensure effective funding use.
Support compliance with the State Budget Manual and related procedures.
