Job Title: Senior Budget & Financial Management Specialist

Location: Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), Washington, D.C.

Clearance Requirement: Top Secret (TS) Clearance, SCI Eligible

Position Overview:

We are seeking a highly experienced Senior Budget & Financial Management Specialist to provide administrative, policy, operations, and analytic support services to the Sensitive Activities & Special Programs (SASP) Office within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) and its directorates.

The ideal candidate will have extensive experience in budget management, financial planning, and execution within the Department of Defense (DoD), with expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process, budget formulation, congressional budget processes, and financial reporting.

Key Responsibilities:
  • Provide budget planning, execution, and oversight for SASP and OUSD(I&S) financial operations.
  • Support DoD’s Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment with program objectives and fiscal policy.
  • Lead budget formulation, enactment, and execution activities, ensuring compliance with federal and DoD financial regulations.
  • Monitor organizational spending, financial allocations, and expenditure tracking to ensure fiscal responsibility and efficiency.
  • Develop Budget Justification documentation and support budget-related engagements with Congress and senior DoD leadership.
  • Manage Operation & Maintenance (O&M) and Research, Development, Test & Evaluation (RDT&E) appropriations, ensuring proper allocation and reporting.
  • Prepare and present financial reports, briefings, and recommendations to senior leadership regarding funding status and availability.
  • Ensure compliance with Congressional budget processes and financial management policies.
Required Qualifications:
  • Bachelor’s degree in finance, business administration, public policy, or a related field.
  • Minimum of 15 years of experience in budget management within DoD or a federal agency.
  • Minimum of 5 years of experience with the PPBE process in DoD budgeting.
  • Minimum of 5 years of experience with budget formulation, enactment, and execution.
  • Minimum of 5 years of experience in monitoring organizational spending, managing financial reports, and advising senior leaders on funding availability.
  • Minimum of 5 years of experience with the Congressional budget process, Budget Justification documentation, and O&M and RDT&E appropriations.
  • Active TS clearance with SCI eligibility.
  • Strong analytical, organizational, and financial management skills.
  • Ability to work in a fast-paced, high-security environment and provide accurate, data-driven financial recommendations.
Preferred Qualifications:
  • Advanced degree in finance, business administration, public policy, or a related field.
  • Experience working with intelligence and special programs within the DoD.
  • Familiarity with federal financial management regulations and reporting requirements.
  • Proficiency in financial management software and DoD budget tracking systems.
