Job summary

Aptive is seeking a Senior Budget Analyst to support the VA VHA OCI on the OIP contract. You will lead budget planning, forecasting, and execution analysis for the OCI clinical informatics portfolio, applying PPBE and MFR to ensure funding keeps pace with work.

Responsibilities include cost forecasting, budget formulation, and executive briefs, with SAFe Agile integration and dashboard reporting in Excel or Power BI. U.S. residency and VA background clearance required.

Qualifications

• Minimum 6 years in budget, financial, or cost analysis.
• Experience implementing PPBE or MFR in a large government organization.
• Experience budgeting, planning, and forecasting in the health care industry.
• Knowledge of federal budget-related laws, regulations, policies, precedents, methods, and techniques.
• Experience developing budget artifacts and briefs for senior leadership.
• Ability to obtain and maintain a VA background investigation; US work authorization.

Responsibilities

• PPBE and MFR implementation for the clinical informatics portfolio.
• Multi-year programming studies and budget analyses.
• Budget formulation; maintain spreadsheets and artifacts including Congressional Budget Justification inputs.
• Forecast portfolio costs and staffing needs tied to federal EHR deployments.
• Lead estimates for labor for features in PI Planning; support the next call order.
• Record and track appropriation decisions and budgets for features.
