Job summary

Dunhill Solutions in Bethesda, MD seeks a senior-level Business Systems Analyst III to bridge business requirements with technical delivery in a regulated federal IT environment. You will guide discovery, analysis, and prioritization of requirements, translating workflows into user stories, acceptance criteria, and Agile backlog items.

You will partner with product owners, developers, testers, and stakeholders through design, sprint planning, testing, and release readiness to ensure solutions

Qualifications

• Bachelor's degree or equivalent in a related discipline or experience.
• 6+ years of progressive business systems analysis experience.
• Experience in Agile delivery environments with backlog refinement and sprint planning.
• Hands-on experience using Azure DevOps to manage epics, features, user stories, tasks, defects, dependencies, and delivery status.
• US Citizenship and ability to pass a federal background investigation.
• On-site Bethesda, MD 2 days per week.

Responsibilities

• Lead stakeholder interviews, requirements workshops, process-mapping sessions, and decision meetings to identify business needs, policy constraints, process gaps, and technical feasibility considerations.
• Analyze current-state workflows to identify bottlenecks, control gaps, rework, handoffs, reporting needs, and opportunities for automation.
• Develop clear, traceable business and functional requirements, including user stories, use cases, acceptance criteria, data requirements, and process diagrams.
• Translate stakeholder needs into prioritized Agile backlog items and support backlog refinement and sprint planning.
• Use Azure DevOps to document and manage epics, features, user stories, tasks, defects, dependencies, and delivery status.
• Partner with technical teams to clarify solution behavior, data and integration impacts, and nonfunctional requirements related to security and performance.
• Define business test scenarios, support user acceptance testing, validate delivered functionality against acceptance criteria, and confirm readiness for production release.
• Apply AI-enabled productivity tools to draft and analyze requirements with proper human review and traceability.
