Qualifications

  • Bachelor's degree and 8–10 years of professional experience with minimum 5 years in outside plant telecommunications, broadband program management, or infrastructure delivery.
  • Experience with utility pole licensing and permitting processes in New York State.
  • Strong knowledge of broadband delivery technologies (aerial/underground fiber and fixed wireless) and network topologies.
  • Proficiency in Microsoft Office, ArcGIS, and project management platforms.
  • Ability to travel for field verification activities.
  • Experience managing grant‑funded infrastructure projects (preferred).

Job description

The Technical Program Manager oversees the implementation of New York State's broadband infrastructure initiatives within ConnectALL, an office under Empire State Development. The role involves managing pole attachment and permitting processes, coordinating field audits, ensuring project compliance, and removing barriers to accelerate broadband deployment across the state. Reporting to the Director of Fiber Deployment, the PM works with internal teams and external stakeholders to streamline processes and deliver over $1 billion in federally-funded broadband projects.
