Job summary

FHLB Dallas is seeking an experienced in‑house Counsel to provide legal guidance to Bank staff and management, with a focus on banking and financial services law, governance, and regulatory compliance.

The role involves drafting and updating policies, advising on complex transactions, and representing the Bank in various stakeholder meetings. A Texas bar and 5+ years of relevant experience are preferred, with a strong emphasis on collaboration across teams.

Qualifications

• Law degree from an accredited law school and active Texas bar membership.
• 5+ years of legal experience.
• In‑house experience in financial services or regulatory bodies is a plus.
• Knowledge of banking/financial services law; governance, privacy, derivatives, mortgage lending.
• Interest in artificial intelligence is a plus.
• Excellent written and oral communication, able to explain complex issues to non‑lawyers.
• Strong client service ethic and cross‑functional collaboration.
• Ability to work independently and as part of a team.

Responsibilities

• Reviews statutes/regulations and provides guidance to Bank staff.
• Analyzes proposed regulations and communicates findings to relevant departments.
• Coordinates updates to policies/procedures to comply with new laws/regulations.
• Provides legal counsel for business activities, staff functions and reporting obligations.
• Represents the Bank in meetings with member institutions, vendors, and third parties.
• Drafts policies/procedures to identify legal or regulatory risks.
• Researches/drafts legal opinions and memoranda on relevant issues.
• Reviews/drafts transactional agreements as assigned.
• Participates in Federal Home Loan Bank System working groups and internal project teams.
• Assists/accepts additional responsibilities from General Counsel.
