Job summary

Innovative Consulting & Management Services (ICMS) seeks an experienced Program Manager / Operations Manager (Aviation) to lead an aviation maintenance contract onsite. You will oversee contract execution, manage resources, ensure quality and safety, and interface with federal program authorities.

The role requires extensive experience in military aviation maintenance management and familiarity with COMNAVAIRFORINST 4790.2D, with a focus on delivering compliant, cost-effective performance.

Qualifications

• Bachelor's degree in applicable disciplines ( Aviation Management, Business Administration, Engineering, Logistics, or related).
• Minimum of 8 years’ experience in military aviation maintenance management.
• Experience managing government service contracts (cost, schedule, quality, staffing, performance).
• Experience supervising, hiring, training, planning, scheduling, and managing personnel.
• Knowledge of COMNAVAIRFORINST 4790.2D and aviation maintenance organizations.

Responsibilities

• Serve as primary interface with government program authorities on technical and program/project issues.
• Oversee execution of contract requirements.
• Manage acquisition and employment of program resources.
• Serve as on-site general manager for the contractor.
• Ensure compliance with ISO 9001, AS 9100, and ISO 14001 quality and safety standards.
• Handle investigations and reports related to quality defects.
• Manage employee work schedules, overtime, leaves, and coverage for technical work.
• Report absences to COR within sixty minutes; bi-weekly leave reporting.
• Monitor for fraud, waste, or abuse and notify COR immediately.
• Attend meetings as scheduled by COR or PCO.
• Enforce safety regulations and escalate personnel issues to HR and management.
• Provide timely, accurate reporting of events and develop corrective action or recognition strategies.
