Job summary

Export-Import Bank of the United States - OIG seeks an attorney with a JD/LL.B and active bar membership to provide policy advice and expert legal counsel to senior managers and staff as mandated by the Inspector General Act.

The role requires 24 months of broad, responsible legal experience at GS-13 level, with specialized experience or four qualifying areas for GS-15, and all experience must be clearly described in your resume. Volunteer experience is creditable as well.

Qualifications

• J.D./LL.B. from an accredited college or university (transcripts required).
• Active bar membership in a state, DC, PR, or territory, with proof required.
• GS-14: at least 24 months of broad, responsible professional legal experience at or above GS-13, with specialized experience as listed.
• GS-15: at least 24 months of broad, responsible professional legal experience at or above GS-13, with four or more of the listed items.
• All experience must be clearly described in the resume to receive credit.
• Experience may be paid/unpaid, including volunteer service.

Responsibilities

• Provide senior managers and other staff with policy advice and expert legal counsel needed to carry out the IG Act responsibilities.
• Offer legal guidance on audits, investigations, inspections, evaluations, and organizational operations as applicable.
• Interpret and apply federal statutes, regulations, and policies; conduct legal research and prepare opinions, memoranda, and reports.
• Support administrative, civil, or criminal litigation; coordinate with DoJ or equivalent entities as needed.

Job description

This position is part of the, Export-Import Bank of the United States, Export-Import Bank of the US - OIG. The incumbent will be responsible for providing senior managers, supervisors, and other non-supervisory staff with policy advice, and with expert legal counsel and services needed to carry out the statutory responsibilities imposed by the Inspector General Act of 1978, 5 U.S.C. App., as amended (IG Act).

Only experience and education obtained by the closing date of this announcement will be considered.

You must meet all the following qualification requirements:

1. You must possess a J.D./LL.B. Law Degree from an accredited college or university. (You must submit a copy of your transcripts.) AND

1. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. (You must submit proof of Bar Membership to verify your standing.)

1. For the GS-14, You must have at least 24 months of broad, responsible professional legal experience, equivalent to at least the GS-13 level, performing professional legal work as a licensed attorney, providing advice in a General Counsel's office, or a federal or other government agency, or in a law firm, or private sector organization. Specialized experience includes: (1) Providing legal counsel and advisory services on matters involving federal programs, operations, or oversight functions; AND at least three of the following items: (2) Advising leadership, program officials, and stakeholders on legal issues related to audits, investigations, inspections, evaluations, or organizational operations; (3) Interpreting and applying federal statutes, regulations, or policies, including appropriations law, procurement law, federal personnel law, ethics requirements, or administrative law; (4) Conducting legal research and analysis, and preparing written legal opinions, memoranda, reports, or other official documents; (5) Supporting administrative, civil, or criminal litigation, including case development, coordination with the Department of Justice or other equivalent entities, or legal strategy; (6) Providing legal guidance on sensitive, high-visibility, or cross-cutting issues affecting agency authority, programs, or resources.
2. For the GS-15, You must have at least 24 months of broad, responsible professional legal experience, equivalent to at least the GS-13 level, performing professional legal work as a licensed attorney, providing advice in a General Counsel's office, or a federal or other government agency, or in a law firm, or private sector organization.
