Qualifications

• Knowledge of research strategies and techniques to analyze complex legal issues.
• In-depth knowledge of civil, criminal, and administrative law and litigation.
• Ability to interpret and apply laws, regulations, and agency policies.

Responsibilities

• Represents the Agency at formal and informal proceedings, including mediations and hearings.
• Performs case and calendar management and related administrative duties.
• Reviews legal documents and case law to determine the best course of action for the Department.
• Provides written opinions and memoranda on legal and labor questions.
• Analyses grievances, adverse actions, and labor relations matters under Federal and District law.
• Advises department officials on labor-management issues and enforcement of applicable laws.
