Job summary

The Office of the Secretary / State of North Carolina DHHS seeks an Applications Systems Manager II (NS) to lead IT efforts across multiple teams, overseeing the SDLC from requirements through delivery for web-based and low-code applications.

You will supervise staff, collaborate with business partners and IT leaders, and guide estimates, design, development, and testing to meet program needs in Raleigh, NC. Onsite work is required; federal funds support the role.

Qualifications

• Proven practical experience in managing software applications teams, which include product management and strategy development of large-scale IT applications.
• 4 or more years in a supervisory management role; developing and implementing software applications; coordinate and oversee all technical evaluations, technical effort timelines and estimates.
• Experience with managing AWS Cloud based web applications
• Hand-on experience in web application development using programming languages like Java, Python or C# etc.
• Prior experience in managing low code platform (Like Salesforce, PowerApps) based applications.

• Provides technical leadership in application design, development, and support for a diverse set of Web-based and/or low code applications.
• Provides guidance and expertise in estimating projects/Efforts, analyzing requirements in addition to applying software development life-cycle methods.
• Collaborate with business owners from the multiple divisions (DHB, DSS, and DAAS) and product owners to deliver solutions to business needs with effective outcomes.
