The North Carolina Department of Environmental Quality (DEQ) is seeking an Applications Systems Manager I to lead its applications development team and oversee the design, modernization, and support of enterprise applications used across the department.

This role combines people leadership with hands-on technical delivery, supervising a three-person team, guiding architecture and governance, and collaborating with multiple IT and business units to deliver secure, scalable solutions.

Qualifications

Bachelor's degree or higher with 5+ years in programming and applications analysis.
Experience leading technical professionals and cross-team coordination.
Strong background in enterprise applications, cloud platforms, and system integration.
Knowledge of governance, security, and troubleshooting across large IT systems.

Responsabilités

Lead and mentor the application development team and manage priorities.
Serve as working manager and lead developer for enterprise apps across platforms.
Guide full SDLC in agile environments from requirements to deployment.
Establish architecture, development, and governance standards.
Drive modernization, platform consolidation, and tech improvement initiatives.
Collaborate with business units, DBAs, security, and IT leadership.
