Job summary

The Maricopa County Recorder's Office seeks an Application Development Supervisor to lead the application development team, provide technical leadership, and ensure secure, reliable software solutions that support Recorder's Office operations.

The role combines senior development with supervisory duties, requiring strong experience in .NET Core, Angular, SQL Server, and CI/CD pipelines, and collaboration with stakeholders across IT and business teams.

Qualifications

• Five (5) years of related professional-level experience.
• Extensive experience with Visual Studio, C#.Net, VB.Net, Azure DevOps, WPF, and SQL.
• Experience in application management lifecycle including source control and capacity planning.
• Experience communicating needs to software vendors.

Responsibilities

• Designs, develops, tests, implements, and maintains complex enterprise applications using .NET Core, Angular, SQL Server, and related technologies.
• Supervises daily operations of the application development team, assigns work, and conducts performance evaluations.
• Provides technical leadership through code reviews and standards enforcement.
• Acts as primary escalation point for critical application issues and conducts root-cause analysis.
• Collaborates with infrastructure, cybersecurity, database, and PMO to support CI/CD and containerized workloads.
• Partners with analysts and stakeholders to gather requirements and develop secure, scalable software.
• Establishes and enforces architecture standards, security controls, QA processes, and testing methodologies.
• Oversees integrations with internal/external systems and APIs for data exchange.
• Maintains comprehensive technical documentation for long-term continuity.
• Provides after-hours support and election-related operational support as needed.
• Evaluates emerging technologies and best practices to enhance performance and development efficiency.
• Performs other supervisory, technical, and administrative duties as assigned.
