Senior Analyst – Public Utility Regulation

Starting Salary Range: $80,246 - $115,000

The State Corporation Commission ("SCC" or "Commission") Division of Public Utility Regulation ("PUR") seeks a Senior Analyst with a passion for public service and protecting the public interest in Virginia. PUR provides support to the Commission in its regulation of Virginia’s investor-owned electric, natural gas, water and sewer utilities, member owned electric cooperatives, and the telecommunications industry. The selected candidate for the Senior Analyst position will take a leading role in investigating electric, water and gas utility proposals for changes in customer rates and revisions to terms and conditions of service, with a primary emphasis on evaluating how the utility proposes to allocate and recover costs from its customers. This position is based in Richmond, Virginia and operates on a hybrid schedule, including remote and in-office work each week (Monday – Friday). Essential Duties and Responsibilities

• Investigate complex electric, gas, water, and sewer utility proposals requesting revisions to customer rates or similar proposals
• Evaluate how the utility proposes to allocate and recover costs through cost allocation, rate design, and other operational, financial, or statistical analyses
• Review the terms and conditions of service that govern the utility’s relationships with its customers
• Evaluate the impact of regulations, procedures, and legislative changes on the cost of providing utility services and customer rates
• Document findings of investigations in pre-filed written testimony and reports
• Defend findings at evidentiary hearings as an expert witness
• Collaborate with other PUR and SCC staff, utility company representatives, the general public, and other external stakeholders
• Perform other related work as required

Preferred Qualifications

• Considerable relevant professional experience in the public utilities industry, regulation, and/or rate-making
• Knowledge of utility cost-of-service, rate making concepts, and PJM energy and capacity markets is highly desirable
• Bachelor’s degree in accounting, business administration, economics, engineering, finance, mathematics, public policy, statistics, or a related field is preferred but not required with sufficient professional experience
• Ability to collect, analyze, and present statistical, economic, and financial data.
• Ability to analyze, interpret, assess, and report the impact of regulations, procedures, and legislative proposals on utility costs and rates
• Knowledge of organization and management principles and practices; and ability to prepare and present testimony and reports regarding matters concerning public utility regulation before the Commission.
• Ability to communicate clearly and concisely technical information to both technical and non-technical audiences.
• Ability to manage tasks independently and to work effectively on a team.
• Ability to establish and maintain professional working relationships with SCC staff, and representatives of the utilities and the general public.
