  • Evaluate the impact of regulations, procedures, and legislative changes on the cost of providing utility services and customer rates
  • Document findings of investigations in pre-filed written testimony and reports
  • Defend findings at evidentiary hearings as an expert witness
  • Collaborate with other PUR and SCC staff, utility company representatives, the general public, and other external stakeholders
  • Perform other related work as required

Senior Analyst Public Utility Regulation

Starting Salary Range: $80,246 - $115,000

The State Corporation Commission (SCC or Commission) Division of Public Utility Regulation (PUR) seeks a Senior Analyst with a passion for public service and protecting the public interest in Virginia. PUR provides support to the Commission in its regulation of Virginias investor-owned electric, natural gas, water and sewer utilities, member owned electric cooperatives, and the telecommunications industry. The selected candidate for the Senior Analyst position will take a leading role in investigating electric, water and gas utility proposals for changes in customer rates and revisions to terms and conditions of service, with a primary emphasis on evaluating how the utility proposes to allocate and recover costs from its customers. This position is based in Richmond, Virginia and operates on a hybrid schedule, including remote and in-office work each week (Monday Friday).
