Qualifications

  • Bachelor’s degree preferred but not required with sufficient professional experience.

Responsibilities

  • Investigate complex electric, gas, water, and sewer utility proposals requesting revisions to customer rates or similar proposals
  • Evaluate how the utility proposes to allocate and recover costs through cost allocation, rate design, and other analyses
  • Review the terms and conditions of service that govern the utility’s relationships with its customers
  • Evaluate the impact of regulations, procedures, and legislative changes on the cost of providing utility services and customer rates
  • Document findings of investigations in pre-filed written testimony and reports
  • Defend findings at evidentiary hearings as an expert witness
  • Collaborate with PUR and SCC staff, utility representatives, the public, and other stakeholders
  • Perform other related work as required
