Position Overview

The Military Training and Evaluation Senior Analyst serves as the lead subject matter expert responsible for overseeing the primary analysis of military training, occupations, and community reviews toward the articulation of college-level credit. This position ensures that all military faculty evaluations align with academic and accrediting body frameworks, workforce competencies, and DoD standards. The Senior Analyst leads a small team of evaluators and collaborates closely with faculty Subject Matter Experts (SMEs), Program Coordinators, and other relevant stakeholders to produce high-quality, defensible college credit recommendations.

Key Responsibilities

Evaluation Oversight & Analysis

  • Lead the review and analysis of military Programs of Instruction (POIs), syllabi, student learning outcomes, and occupational tasks, work roles, and standards.
  • Ensure consistent application of evaluation rubrics and mapping tools aligned to academic and workforce frameworks.
  • Coordinate and contribute to credit recommendation justifications, including curriculum summaries, learning outcome documentation, and occupational competency alignment.
  • Provide preliminary findings to faculty SMEs and facilitate clarification or refinement prior to final validation.
  • Supervise and mentor Analysts, providing quality control, performance feedback, and professional development support.
  • Review analyst work products for clarity, consistency, and compliance with MTEP standards.
  • Coordinate workloads, manage evaluation timelines, and serve as the primary point of contact for analyst-level tasks.

Stakeholder Collaboration

  • Participate in planning and readiness meetings with military training organizations and schoolhouses.
  • Support faculty SME engagement by preparing course and occupational review materials, reviewing documentation readiness, and participating in faculty review briefings.
  • Collaborate with the Evaluation and Quality Assurance Director and Program Coordinator to ensure seamless integration of analysis into the full evaluation lifecycle.

Quality Assurance & Improvement

  • Identify process improvements in primary analysis methods and evaluation workflows.
  • Contribute to rubric refinement, review methodology updates, and provide continuous improvement of evaluation tools.
  • Monitor inter-rater reliability and contribute to standardization efforts across analysts.

Data Management & Documentation

  • Ensure that findings are documented accurately and stored securely in the project platform.
  • Validate data entered into systems such as the Military Guide and Comprehensive Review Reports (CRRs).
  • Maintain version control and contribute to audit-ready documentation for government reporting.
Requirements

Required Qualifications:

  • U.S. Citizenship required; must be eligible for a Tier 3 (T3) background investigation for Position of Trust
  • Bachelor’s degree required; Master’s in Education, Instructional Design, Workforce Development, or related field preferred.
  • 7+ years of experience working in higher education, directing prior learning assessment or credit for prior learning activities in a higher education setting, conducting curriculum and outcomes analysis, or a similar role within academic affairs or university assessment.
  • Familiarity with military education and occupational structures.
  • Experience with Joint Services Transcript (JST) credit documentation and course/occupation evaluations.
  • Demonstrated experience supervising junior staff or leading project teams.
  • Deep understanding of CPL/PLA frameworks, Bloom’s Taxonomy, and academic credit mapping methodologies.
  • Strong writing and communication skills; ability to synthesize complex learning data.

Preferred Qualifications:

  • Skilled in Microsoft Excel, SharePoint, and collaborative digital tools.
  • Experience using or maintaining secure evaluation platforms or data repositories.
  • Experience with data visualization tools such as Power BI, Tableau, or Looker a plus!

This position is contingent upon a contract award.
