Job summary

E Logic is seeking a Senior Financial Analyst to support NOSSA with deep Navy ERP expertise. The role involves managing DoD/DON financial management, including budget formulation, execution, and reporting, under an active SECRET clearance.

This is a government contract position with on-site/hybrid work in Indian Head, MD, reporting through the Prime Contractor and COR. The candidate will handle full lifecycle funding, data extraction for reports, and ensure compliance with DoD financial

Qualifications

• Five (5) years of hands-on experience with Navy Enterprise Resource Planning (N-ERP).

Responsibilities

• Create, track, and manage financial transactions within N-ERP from commitment to expenditure.
• Manage funding lifecycle: Planning, Programming, Budgeting, and Execution (PPBE).
• Extract data from N-ERP and other systems to generate reports for leadership and stakeholders.
• Manage reimbursable funds and Interagency Agreements (e.g., Treasury Form 7600 A/B).
• Conduct financial reconciliations, Tri-Annual and Unliquidated Obligation reviews.
• Ensure compliance with FMR, FAR, and appropriation law.

Position Overview

Seeking a Senior Financial Analyst with deep expertise in the Navy Enterprise Resource Planning (N-ERP) system to support the Naval Ordnance Safety and Security Activity (NOSSA). This role is critical for managing the full spectrum of DoD/DON financial management, including budget formulation, execution, and reporting. The ideal candidate will have a strong understanding of federal fiscal law and regulations and be able to resolve complex financial issues.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the NOSSA Government Task Manager and the Contracting Officer's Representative (COR).

This is an in-person, on-site position with telework authorized at the Command's discretion based on specific job responsibilities.

Key Responsibilities

• Create, track, and manage financial transactions from commitment to expenditure within the N-ERP system
• Manage the complete lifecycle of funding, including Planning, Programming, Budgeting, and Execution (PPBE)
• Extract data from N-ERP and other financial systems to generate detailed, accurate, and timely reports for program leadership and external stakeholders
• Manage and execute reimbursable funds, including the creation and management of Interagency Agreements (e.g., Treasury Form 7600 A/B)
• Conduct and lead financial reconciliation efforts, including Tri-Annual and Unliquidated Obligation (ULO) reviews
• Ensure compliance with federal fiscal law, DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and appropriation law

Required Qualifications

• Education: High School Diploma
• Experience: Minimum of five (5) years of hands-on experience working within the Navy Enterprise Resource Planning (N-ERP) system
• Clearance: Active SECRET security clearance
• Skills: Comprehensive financial expertise across the full spectrum of DoD/DON financial management. Proven ability to manage the complete lifecycle of funding

Desired Attributes

• Experience with tracking obligations and expenditures, and conducting variance analysis
• In-depth experience managing reimbursable funds
• Expertise in extracting data from N-ERP to generate detailed reports
• Thorough understanding of federal fiscal law and regulations, including DoD FMR, FAR, and appropriation law
• Strong analytical and problem-solving skills

Additional Requirements

• Must obtain legal entry authorization to Naval Base Guam prior to commencing work
• Must be issued a Common Access Card (CAC)
• Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI)
• Must pass background checks and base access control registration

Schedule & Work Conditions

• Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays
• Overtime: Not authorized
• Telework: Authorized at the Command's discretion based on specific job responsibilities
• Travel: Extensive travel may be required to support this task order
