E Logic seeks an experienced Program Manager to lead a large-scale CPFF Level of Effort task order in support of NOSSA. You will serve as the primary liaison between the Government and our team, ensuring deliverables meet quality, schedule, and cost requirements.

This in-person, on-site role permits telework at the Command's discretion. Travel to Indian Head, Norfolk, and Goose Creek is expected as required, with an active SECRET security clearance and US citizenship required.

Qualifications

  • Bachelor's degree in Physical Sciences, Engineering, or related technical field.
  • Minimum seven years of program/project management experience, Navy-oriented.
  • PMI PMP or similar certification required.
  • Active SECRET clearance; U.S. Citizenship required.
  • Demonstrated proficiency in risk management, MS Project, and process improvement.

Responsibilities

  • Provide overall management and direction for all contract tasks aligned with NOSSA goals.
  • Coordinate with Navy leadership and government stakeholders for planning and execution.
  • Develop and implement management operations across the contract/task order.
  • Assess effort, balance workloads, and report milestones using MS Project.
  • Monitor costs, approve expenditures, and ensure CPFF and ODC compliance.
  • Lead a large, geographically dispersed team (Indian Head, Norfolk, Goose Creek) with staffing and performance management.
  • Implement a Quality Control process per the QASP.

Position Overview

Seeking an experienced Program Manager to lead a large-scale, Cost-Plus-Fixed-Fee (CPFF) Level of Effort task order supporting the Naval Ordnance Safety and Security Activity (NOSSA). This is a senior leadership position responsible for the overall management, direction, and execution of a diverse portfolio of analytical, engineering, and program management support services. The ideal candidate will act as the primary liaison between the Government and our team, ensuring all contractual deliverables are met on time and within budget while maintaining the highest quality standards.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the NOSSA Government Task Manager and the Contracting Officer's Representative (COR).

This is an in-person, on-site position with telework authorized at the Command's discretion based on specific job responsibilities.

Key Responsibilities
  • Provide overall management and direction for all contract tasks, ensuring alignment with NOSSA's strategic goals and operational objectives
  • Work closely with senior Navy leadership, warfare center leaders, and Government stakeholders to identify, plan, and implement projects that improve current capabilities
  • Develop, refine, and implement management operations across the Contract/Task Order in support of management, sustainment, development, and modernization efforts
  • Assess the level of effort for work packages, perform task balancing and risk analysis, and leverage MS Project for milestone reporting and planning
  • Monitor contract costs, approve expenditures, and ensure compliance with all CPFF and ODC (Other Direct Costs) reporting requirements
  • Lead a large, geographically dispersed team (Indian Head, Norfolk, Goose Creek), ensuring adequate staffing, training, and performance management
  • Implement and maintain a robust Quality Control process in accordance with the QASP (Quality Assurance Surveillance Plan)
Required Qualifications
  • Education: Bachelor's degree in Physical Sciences, Engineering, or a related technical field
  • Experience: Minimum of seven (7) years of relevant program/project management experience, specifically supporting U.S. Navy programs or operations
  • Certification: Project Management Institute (PMI) Project Management Professional (PMP) or similar certification required
  • Clearance: Active SECRET security clearance
  • Skills: Demonstrated proficiency in Microsoft Project, risk management, and process improvement. Significant understanding of Navy and NOSSA priorities, including networking, security, cloud, and automation
Desired Attributes
  • Experience in program and business management concepts relevant to Navy operations
  • Proven ability to achieve Navy operational objectives by contributing to strategic plans and reviews
  • Experience in determining systemic improvements and recommending changes
  • Strong problem-solving skills and the ability to enforce policies and procedures effectively
Additional Requirements
  • Must obtain legal entry authorization to Naval Base Guam prior to commencing work
  • Must be issued a Common Access Card (CAC)
  • Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI)
  • Must pass background checks and base access control registration
Schedule & Work Conditions
  • Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays
  • Overtime: Not authorized
  • Telework: Authorized at the Command's discretion based on specific job responsibilities
  • Travel: Extensive travel may be required to support this task order
