Job summary

Axle seeks a Senior Advisor to support NHLBI HIV/AIDS Program at the National Institutes of Health in Bethesda, MD. The role focuses on scientific administration, coordination, and financial management, enhancing stakeholder communication and program reporting across HIV/AIDS initiatives related to heart, lung, blood, and sleep disorders.

The candidate should have a Master’s in health or science, with a Doctoral degree preferred and at least 10 years of NIH program management experience,

Qualifications

  • Master's degree in a health or science-related field is required.
  • Doctoral degree is preferred.
  • At least 10 years of NIH scientific program management experience.
  • Experience translating HIV/AIDS program priorities into funding mechanisms.
  • Experience with portfolio analysis and NIH committee support.

Responsibilities

  • Collaborate with staff on general scientific issues related to the NHLBI HIV/AIDS Program, with active participation in the research agendas.
  • Develop and coordinate scientific initiatives, including PAs, RFAs, and RFPs.
  • Support coordination, implementation, and monitoring of scientific programs and activities.
  • Plan, initiate, monitor, and conduct administrative/portfolio analyses to evaluate program effectiveness.
  • Analyze changes in program plans, objectives, and funding and their effect on milestones.
  • Maintain and update databases and spreadsheets.
  • Prepare reports to assess program effectiveness.
  • Review long-range planning proposals for alignment with objectives.
  • Develop performance measures, metrics, and milestones to assess progress.
  • Advise NHLBI AIDS Coordinator on administrative issues.
  • Develop reports identifying changes in program direction.
  • Ensure compliance in documentation; oversee manuscript preparation and data collection.
  • Coordinate data calls with NHLBI and NIH offices.
  • Conduct literature reviews and summarize HIV-related research.
