Qualifications

US Citizen required.
Active Top Secret clearance desired.
Bachelor's degree in a related field is required.
10+ years of federal acquisition experience with pre-award focus.
Expert knowledge of FAR/DFARS for pre-award activities.

Responsibilities

Provide technical assistance in drafting SOWs, PWSs, and SOOs based on Government requirements.
Conduct market research to support requirements definition, acquisition strategies, and cost estimating.
Draft Independent Government Cost Estimates (IGCEs) for government review.
Assist acquisition planning and provide recommendations for strategies and milestone schedules.
Support source selection, develop evaluation criteria, and assist in pre-award documentation.
Ensure compliance with FAR/DFARS and agency policies for pre-award activities.
Identify acquisition risks and propose mitigation strategies.
Provide training and process-improvement recommendations for pre-award activities.
