Job Description

BryceTech is seeking a Senior Acquisition Specialist to work directly with program leadership and NAVSEA Program Executive Offices, driving innovative solutions from research to operational capability. The candidate will work at the intersection of technology, strategy, and acquisition, helping the US Navy bring innovative capabilities to the fleet.

Responsibilities Include

1. Lead studies, evaluations, and system design efforts to simplify acquisition workflows and support Navy leadership with operations manuals, procedures, and best practices.
2. Develop and implement plans and support the development and evaluation of program milestones that align with DoDI 5000 series and SECNAV policies to support mission success.
3. Create and refine acquisition documentation, including statements of work, procurement strategies, funding justifications, acquisition plans, acquisition strategy reports, procurement initiation documentation, agreements, and contract terms.
4. Analyze and compile key program data, transforming insights into high-impact reports, briefs, memos, and correspondence.
5. Assess program documentation, procedures, and operations for compliance with specifications, requirements, and mission.
6. Support all aspects of contract meetings, conferences, and review boards including preparing materials for senior leadership and participating to provide insights and recommendations based on acquisition expertise.
7. Participate in program meetings and support integrated product teams.
8. Engage with industry and stakeholders, professionally representing the office in outreach efforts and key partnerships.
9. Support program strategy and engagement with SBIR/STTR firms and academic organizations including analyzing and recommending courses of action regarding IP, Export, and technical disclosure law and regulations.
10. Elevate the team, providing mentorship, training, and quality reviews to ensure excellence in acquisition practices.

Qualifications

• Master’s degree in business or technical field.
• 10 years of experience supporting DoD acquisition.
• Experience supporting RDT&E programs and associated contracting processes.
• At least 6 years supporting DoD acquisition, preferably Navy and/or SBIR/STTR.
• Experience analyzing small RDT&E acquisition programs including logistics, configuration, management, and systems analysis/design.
• Knowledge of SBIR/STTR Policy Directives, DoD and SECNAV 5000 series, ASN (RDA) SBIR/STTR policies, and Federal and DoD acquisition regulations.
• Knowledge in program management, systems engineering, system acquisition, financial management, test and evaluation, or logistics support.
• At least six years of experience in manufacturing plans, configuration management, commercialization/transition, and audit preparations.
• Knowledge of assertions, Intellectual Property, SBIR data rights, SBIR/STTR law/policies, Federal contract law, ITAR, and export regulations relevant to SBIR.
• Experience working across DoD components and with multiple acquisition office functions.
• Excellent communication skills (written and verbal) for diverse audiences.

Additional Information

A Secret Clearance is required, TS preferred.

This is a contingent hire position.
