KBR’s Mission Engineering Division seeks a SeniorAcquisitionAnalyst to support the DoN’s OPNAV N4I C-UxS Team at the Pentagon. You will apply acquisition and program management SME to planning, programming, budgeting, and execution of C-UxS developmental projects, coordinating with DoW and U.S.

Government partners. The role demands DoD acquisition expertise, stakeholder liaison skills, and strong MS Office proficiency, supporting PM reviews and staff proposals.

Qualifications

  • Bachelor’s Degree in STEM or business, or equivalent experience.
  • 4 years of related work experience.
  • Active Secret clearance with ability to obtain TS clearance.

Responsibilities

  • Coordinate with OPNAV N4 leads and follow DoW SOPs and policies.
  • Lead regular program reviews of active RDT&E projects for C-UxS.
  • Identify actions for underperforming projects and staff proposals.
  • Report project budget execution with DON resources for current FY.
  • Provide project management coordination for DON-led projects.
  • Prepare written products per OPNAV guidance (emails, papers, briefs).
  • Support POM and budget processes and manage ETMS2 tasks.

KBR is seeking a SeniorAcquisitionAnalyst with an expert understanding of Department of War (DoW)acquisitionand program management procedures and policies and a basic understanding of Counter Uncrewed Aircraft Systems (C-UxS) technologies to support the DoN’s Office of the Chief of Naval Operations (OPNAV) at the Pentagon. Analyst will support the OPNAV N4I C-UxSTeam, and may directly interact and support OPNAV Installations and Logistics (N4) Director, Deputy Director and other N4 staff members by applyingacquisitionsubject matter expertise to the OPNAV planning, programming, budgeting, and execution of C-UxS developmental projects. Analyst will also apply program management subject matter expertise to conduct regular program management reviews of active developmental projects and to conduct reviews of new project proposals and to staff those proposals through the process for approval. The analyst will coordinate directly with stakeholders in the Office of the Secretary of War, the Joint Staff, the Services, and other DoW and U.S. Government organizations.

Roles & Responsibilities:
  • Working closely with OPNAV N4 military and civilian leads and executing their guidance.Maintaining situational awareness of current and developing threats and C-UxS solutions and understanding and following DoW standard operating procedures (SOPs) and policies.
  • Maintaining situational awareness of and following applicable DoWacquisitionand program management procedures and policies.Coordinating and leading regular program management reviews of active (currently funded) research, development, test, and evaluation (RDT&E) projects to develop C-UxS solutions.
  • Coordinating and leading corrective actions for underperforming projects.Coordinating and leading annual reviews of proposals for RDT&E projects to develop C-UxS materiel solutions.Identifyingacquisitioncourses of action (COAs) for new RDT&E proposals and staffing them through the process for approval.
  • Coordinating with the DON Resource Management team and the supportingacquisitionorganization for accurate and timely reporting of project budget execution for the current fiscal year (FY) and planning for future FYs.
  • Providing project management coordination and leadership for DON-led projects.Coordinating operational planning teams and working groups with staff and external stakeholders as needed for special subjects/issues.
  • Coordinating staffing actions and taskers in accordance with OPNAV SOPs and policies.Preparing written products (emails, presentations, info papers, reports, and executive summaries) based on military and civilian lead guidance in accordance with OPNAV procedures and policies.
  • Support the Project Objective Memorandum (POM) and budget formulation process as directed by the resource sponsor.Prepare, process, and respond to tasking received viaEnterprise Task Management Software Solution (ETMS2)as well as generate tasking assignments to subordinate commands as required.
  • Displaying oral and written communication skills and proficiency in Microsoft Office products (Excel, Outlook, PowerPoint, Teams, and Word).Possess a working understanding of the relationships and responsibilities of the DON, to include the offices of the Secretary of the Navy and Chief of Naval Operations.Answering requests for information from a variety of key stakeholders, including Congress, OSD, and the Services.
BASIC QUALIFICATIONS:
  • Bachelor’s Degree in a STEM (science, technology, engineering, or mathematics) or business (accounting, auditing, business administration, business analytics, economics, or finance) field, or equivalent experience.
  • 4 years of related work experience.
  • Active Secret level security clearance with the ability to obtain a Top Secret clearance.
PREFERRED QUALIFICATIONS:
  • 8+ years of related work experience
  • Active Top Secret security clearance
  • Master’s Degree is an applicable field
