Job summary

The City of Minneapolis seeks a Security Operations Center Officer to monitor building security systems, manage access control, alarms, cameras, and radio dispatch across City facilities. You will triage incident reports and dispatch responders as needed.

On-site role requiring a high school diploma, at least three years of related security experience, and a valid driver’s license. You’ll conduct nightly patrols, assist during emergencies, and support coordination with city partners and vendors

Responsibilities

  • Perform monitoring duties in the Security Operations Center for building security systems (access control, alarms, cameras, emergency systems, radio dispatch).

  • Perform nightly building inspections and mobile patrols for off-site situations.
  • Assist MBC security staff for large events and monitor City Hall cameras and dispatch security personnel.
  • Monitor underutilized areas and ensure contracted security performs duties; report discrepancies.

Job description

This position provides security systems monitoring and building patrol duties for the City’s Security Operations Center, ensuring safety, security, and rapid response for assistance and emergencies across the enterprise, providing quality customer service to building occupants and visitors.

Work Location:

This position currently works on-site only.

  1. Perform monitoring duties in the Security Operations Center for the City’s building security systems, including access control, security alarms, security cameras, building emergency systems, and radio dispatch systems.
  2. Receive calls for assistance and incident reports from employees throughout the City, triage reports, and dispatch security to respond or call 911 to dispatch police accordingly.
  3. Initiate the PSB’s emergency notification system to alert employees and guests of an active shooter, severe weather event, or similar incident affecting facilities.
  4. Issue photo access cards for employees, MBC staff, city leaders, and contractors and activate and deactivate access levels on cardholders' badges.
  5. Participate as a Building Emergency Control team member during actual emergencies and exercise training drills.
  6. Assist the Homeless Response Team in identifying homeless encampments throughout the city and work with CPED to regularly check city-owned lots and homes throughout the city via a mobile patrol unit.
  7. Perform nightly building inspections at City properties and worksites and respond to off-site situations via mobile patrol unit.
  8. Assist MBC security staff when needed, such as in the event of large City Council meetings and protests. In addition, we monitor cameras at City Hall and dispatch for MBC security personnel
  9. Regularly monitor and patrol underutilized areas with issues such as the Public Service Center, Minneapolis Animal Care and Control, and Roof Depot. In addition, we ensure that the security contractor, Securitas, performs their duties as laid out in their contract and reports any discrepancies to our supervisor.
  10. Provide customer service-related support for visiting employees and guests of the building
  11. Administer an incident management database program for receiving, tracking, and managing safety, security, and emergency incident reports.
  12. Perform routine building security patrols and respond to emergencies, disturbances, and regular service calls.
  13. Facilitate after-hours access for parents/guardians visiting the Youth Connection Center, standby for department meetings involving the public after-hours, and provide access for deliveries to the building and dock area for outside agencies.
  14. Accept, log, store, and disperse lost and found items per City ordinance; act as a contact for all lost and found requests from employees and guests.
Working Conditions:

Requires walking and standing throughout the shift while wearing bulky equipment such as duty belts and bulletproof vests weighing approximately 25 to 30 pounds.

Minimum Education:

High School diploma or equivalent.

Minimum Experience:

Three years of related experience.

Equivalency:

An equivalent combination of education and highly related experience in a similar environment may be considered.

Licenses/Certifications:

Valid Driver’s License.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100.00. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70.00 on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check:

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in 3 months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • 4. Ability to complete CPR, First Aid, and Bloodborne Pathogens training and ability to deal with medical situations as a first responder.

  • 6. Adequate knowledge of fire codes and trespass ordinances and laws.
  • 7. Adequate knowledge of monitoring systems, recording processes, and playback capabilities and procedures.
  • 8. Adequate typing and data entry skills.
  • 9. Ability to drive a City vehicle safely without distraction while following traffic laws.
