Qualifications

Description

Nippon Dynawave Packaging Company (NDP) is seeking an experienced leader to serve as our Security & Emergency Preparedness Manager for our integrated pulp and paper manufacturing facility in Longview, Washington.

This position is responsible for leading the site's physical security program, emergency preparedness systems, crisis response planning, and security-related investigations while ensuring compliance with applicable federal maritime security regulations. Position's salary range is $120,168 to $180,481.

The Security & Emergency Preparedness Manager works closely with Operations, Maintenance, Engineering, Environmental, Safety, Human Resources, Information Technology, emergency response organizations, law enforcement agencies, and the U.S. Coast Guard to strengthen organizational readiness and protect employees, contractors, visitors, assets, and business operations.

The successful candidate is a proactive leader who understands that effective security extends beyond gates, guards, and cameras. They are skilled at building preparedness, coordinating responses to emergencies, strengthening investigation processes, and helping organizations learn from incidents. They possess the judgment to manage critical situations, the leadership skills to influence across departments, and the discipline to ensure programs remain effective, compliant, and continuously improving.

Essential Duties and Responsibilities

Security Leadership

  • Serve as the designated Facility Security Officer (FSO).
  • Maintain compliance with the Maritime Transportation Security Act (MTSA) and applicable U.S. Coast Guard regulations.
  • Develop, maintain, and periodically update the Facility Security Plan.
  • Coordinate and lead required security assessments, drills, exercises, audits, and inspections.
  • Serve as the primary security liaison with the U.S. Coast Guard, law enforcement agencies, emergency management organizations, and regulatory authorities.
  • Oversee contracted security services and coordinate daily security operations to ensure compliance with site security requirements and operational objectives.
  • Manage site access control systems, badging, visitor management, and vehicle access programs.
  • Oversee perimeter security, surveillance systems, intrusion detection systems, and physical security improvements.
  • Manage workplace violence prevention and response programs.
  • Conduct investigations involving theft, vandalism, security breaches, workplace violence, and related incidents.

Emergency Preparedness & Crisis Readiness

  • Coordinate development and maintenance of site emergency preparedness plans.
  • Lead emergency response drills, tabletop exercises, and preparedness reviews.
  • Support Incident Command System (ICS) implementation and emergency response coordination.
  • Partner with Operations, Safety, Environmental, and Maintenance leadership to improve site readiness for emergency situations.
  • Assist with business continuity and operational recovery planning.
  • Support crisis management planning and organizational resilience efforts.
  • Maintain emergency preparedness metrics and readiness assessments.
  • Serve as a key member of the site's emergency response leadership team.
  • Facilitate significant incident investigations using structured root cause analysis techniques.
  • Coordinate investigation teams involving multiple departments when required.
  • Ensure corrective actions are documented, assigned, tracked, and verified for effectiveness.
  • Identify trends and recommend preventive measures to reduce future incidents.
  • Support development of lessons learned communications following significant events.
  • Maintain investigation records and documentation consistent with regulatory and company requirements.
  • Develop and deliver security awareness training for employees and contractors.
  • Coordinate emergency preparedness and incident reporting training programs.
  • Support internal audits and regulatory inspections.
  • Maintain required security and emergency preparedness records.
  • Monitor emerging threats, regulatory changes, and industry best practices.
  • Prepare reports for leadership regarding security performance, preparedness initiatives, and program effectiveness.
  • Prepare budgets and manage contracts supporting security and emergency preparedness programs.

Qualifications

  • Five or more years of progressively responsible experience in industrial security, emergency management, military, law enforcement, maritime operations, manufacturing, or critical infrastructure environments.
  • Experience leading emergency preparedness initiatives, incident investigations, or security programs.
  • Experience supervising contract or internal personnel.
  • Strong organizational, communication, and leadership skills.
  • Ability to effectively manage confidential and sensitive information.
  • Proven ability to coordinate cross-functional teams and build productive working relationships.
  • Bachelor’s degree in criminal justice, Security Management, Emergency Management, Industrial Technology, Occupational Safety, Business Administration, or related discipline.
  • Experience serving as a Facility Security Officer under MTSA regulations strongly preferred.
  • Familiarity with Incident Command System (ICS) principles and emergency response programs.
  • Experience with root cause analysis methodologies.
  • Experience in pulp and paper, manufacturing, chemical processing, energy, maritime operations, or other industrial settings strongly preferred
  • Knowledge of OSHA Process Safety Management (PSM), EPA Risk Management Program (RMP), and related industrial preparedness concepts.
  • Professional certifications such as CPP, PSP, CEM, CSP, ASP, or similar credentials preferred. Experience managing access control systems, CCTV, alarm systems, and electronic security technologies helpful.
