Insight Global is looking for a Section Manager of Air Resources for an end client located in NYC. This role will be responsible of air compliance and permitting functions, overseeing a team of environmental engineers responsible for maintaining compliance with federal, state, and local air regulations. This individual will serve as the technical leader for air permitting, emissions reporting, regulatory inspections, and compliance programs while acting as the primary liaison with agencies such as the EPA and NYSDEC. The team is currently a well-established operation, so the focus is not only maintaining compliance but also modernizing processes, leveraging technology, improving data analysis capabilities, and identifying opportunities for operational efficiencies. The ideal candidate will bring strong utility or industrial air compliance expertise, a deep understanding of Title V permitting and regulatory requirements, and the ability to influence operations, legal, supply chain, construction, and EHS stakeholders. Success in the role will be measured by maintaining compliance, improving processes and systems, strengthening relationships with regulators, and identifying opportunities to modernize the Air Resources program.

Required Skills & Experience

Bachelor's degree in Science or Engineering

8+ years of relevant working experience

Strong air compliance and air permitting experience

Hands-on Title V permitting experience

Experience with Clean Air Act regulations

• Experience with NSR/PSD and NESHAP/MACT programs
• Utility, power generation, gas utility, or heavy industrial environmental compliance experience Experience managing emissions inventories, compliance reporting, and regulatory filings

Ability to interact directly with regulators (EPA, NYSDEC, NJDEP, etc.)

Experience interpreting emissions monitoring data and translating findings into operational actions Demonstrated leadership experience managing environmental professionals

Strong stakeholder management skills across operations, construction, legal, supply chain, and EHS teams

Ability to identify compliance risks and develop practical solutions

Nice to Have Skills & Experience

Professional Engineer (PE) license

Experience modernizing environmental compliance systems or software

Knowledge of AI, analytics, automation, or digital solutions within environmental compliance programs
