Applicants must be physically fit and, as required by the Office of Personnel Management Qualifications Handbook X-118C, must possess the knowledge, skills, and abilities listed below to perform the duties of the position at the level for which they are applying. Many of the duties listed above provide examples. A specific length of time and experience are not required; emphasis is on the quality of experience, not duration. You must meet the 2-point level on the screen out factor/element and an average of level 2 on all factors/elements listed.

Volunteer Experience: Includes paid and unpaid experience, volunteer work through programs like Peace Corps, AmeriCorps, or other organizations. Volunteer work helps build competencies, knowledge, and skills and can translate directly to paid employment. All qualifying experience, including volunteer work, will be credited.
ICTAP/CTAP Statement: Current surplus and displaced Federal employees with priority under the Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) must be well qualified. 'Well qualified' means meeting OPM standards, all selective placement factors, applicable special conditions, being physically qualified with reasonable accommodations, and rated at least at the well qualified level on all competencies.
