Job summary

Integral is seeking a SCRUM Team Lead to provide engineering leadership across .NET, Blazor, and integration components for VA/OIT/‚PDS’ mission-critical IT solutions. The role requires leading Agile Scrum teams, ensuring CI/CD and security standards, and coordinating with System Teams for production readiness.

The candidate will guide architectural alignment, code quality, and measurable delivery across enterprise-grade applications within the VA federal environment.

Qualifications

  • Bachelor’s degree in computer science or an IT-related field.
  • 8-12 years' experience.
  • Experience leading Agile Scrum teams delivering enterprise-grade applications.
  • Experience with .NET, C#, Blazor and VA-aligned architectures.
  • Experience ensuring CI/CD, DevSecOps security standards, and Section 508 accessibility.

Responsibilities

  • Provide engineering leadership across .NET, Blazor, integration components and supporting system technologies.
  • Ensure compliance with CI/CD, DevSecOps, VA SDLC and Section 508 requirements.
  • Oversee code quality, design patterns, performance, refactoring, and architectural alignment.
  • Coordinate with System Teams for production readiness, observability and monitoring.
  • Lead Scrum activities: Sprint Planning, Daily Scrum, Sprint Review and Retrospectives.
  • Enforce secure coding, automated testing, and avoidance of defects to production.
  • Support demonstrations, dependency mapping and feasibility analysis.

Job description

Overview

The SCRUM Team Lead provides engineering leadership across .NET, Blazor, and integration components for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department’s mission.

Responsibilities
  • Ensure compliance with CI/CD, DevSecOps, VA SDLC, and Section 508 requirements.
  • Provide engineering leadership across .NET, Blazor, integration components, and supporting system technologies.
  • Ensure compliance with CI/CD practices, DevSecOps standards, Section 508, VA SDLC requirements, and VA Enterprise Architecture guidance.
  • Oversee code quality, design patterns, performance considerations, refactoring needs, and architectural alignment.
  • Coordinate closely with System Teams to ensure production readiness, observability, and monitoring alignment
  • Lead and facilitate Scrum activities, including Sprint Planning, Daily Scrum, Sprint Review, and Sprint Retrospectives. (Supported by Agile expectations present throughout the document.)
  • Enforce secure coding practices, automated testing standards, and prevention of known defects or vulnerabilities from being promoted to production. (System Team compliance statements support this.)
  • Support orchestration of solution demonstrations, dependency mapping, and technical feasibility analysis
Qualifications

Required:

  • Bachelor’s Degree in computer science or an IT-related degree with 8-12 years' experience
  • Demonstrated experience leading Agile Scrum teams delivering enterprise‑grade applications.
  • Experience with Microsoft technology stack (.NET, C#, Blazor) and VA‑aligned architectures.
  • Experience ensuring compliance with CI/CD pipelines, DevSecOps security standards, and Section 508 accessibility requirements.
  • Experience guiding cross‑functional collaboration with System Teams, Architecture, Cybersecurity, QA, and Integration roles.
  • Experience supporting backlog refinement, Sprint Planning, PI Planning, and Agile delivery metrics
  • Public Trust

Preferred:

  • SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), or SAFe Practitioner.
  • Knowledge of NCA memorials: eligibility, burial scheduling, interment, monuments; VA Product Owner support

Salary Range: $150,000 - $170,000

The above salary range represents a general guideline. Integral Federal considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
