Job Title: SCB - C# Developer/Programmer Analyst 3

Location(s): Richmond, VA

Role Overview

We are undertaking a strategic modernization of our flagship cloud-hosted (OCI) application, BADGE, transitioning it from a legacy desktop-based architecture to a scalable, web-based platform. This role requires a hands‑on developer who can analyze and understand existing desktop codebases and lead the transformation into a modern web application. You will work closely with lead developers and take ownership of specific modules, providing technical direction and guidance to other team members throughout the migration process.

Key Responsibilities
  • Analyze and reverse-engineer existing desktop application code to support migration efforts.
  • Design, develop, and maintain high-quality C#/.NET applications.
  • Convert legacy desktop functionality into web-based architecture using C#, Angular, and SQL Server.
  • Participate in system design, architecture discussions, and technical planning sessions.
  • Own end-to-end delivery of assigned modules, including mentoring and guiding other developers.
  • Build and enhance UI components, business logic, and reporting features.
  • Handle large-scale data operations including data navigation, CRUD transactions, and performance optimization.
  • Ensure code quality, maintainability, and adherence to development standards.
Required Skills & Experience
  • Strong proficiency in C# and .NET framework.
  • Experience developing web applications using Angular and SQL Server.
  • Proven experience working with large, menu‑driven enterprise systems (e.g., claims processing, payroll, medical, insurance platforms).
  • Solid understanding of:
    • Data handling across application layers.
    • Managing and navigating large datasets.
    • Transactional systems (add/update/delete workflows).
    • Screen development and report generation.
  • Experience maintaining and modernizing legacy applications.
  • Strong problem‑solving skills and ability to work independently in a fast‑paced environment.
Preferred Qualifications
  • Experience with OCI (Oracle Cloud Infrastructure) or similar cloud platforms.
  • Prior experience in application modernization or migration projects.
  • Ability to lead modules and provide technical mentorship.
  • Familiarity with performance tuning and optimization in enterprise systems.
Additional Notes
  • This environment relies primarily on direct application logic rather than APIs, so experience with tightly coupled systems is important.
  • Ideal candidates are detail‑oriented, highly analytical, and comfortable working across both legacy and modern technology stacks.
