Job summary

Thalle Construction Co., Inc. seeks a motivated Small Business Liaison to lead engagement with small businesses on federal contracting projects, ensuring FAR compliance and fostering strong subcontractor relationships.

The role is based in Hillsborough, NC and collaborates with Compliance, Estimating, PM, and Procurement to identify SBEs and monitor Good Faith Efforts. The Small Business Liaison will oversee SBE certification, progress reporting, and procurement compliance across projects

Qualifications

• Bachelor’s degree in Business Administration, Construction Management, Communications, Public Administration, or related field preferred; equivalent experience may be considered.
• 2+ years of experience in construction compliance, subcontracting, procurement, supplier diversity, small business development, or related field preferred.
• Experience with federal, state or local government contracting requirements is a plus.
• Strong oral and written communication skills for frequent interdepartmental interaction.
• Must be able to work independently and as part of a team.
• Must be detail oriented, organized, focused, self-motivated, possess good work ethic and be a team player.
• Ability to travel periodically for outreach events, project meetings, and business development activities.
• Proficiency with Microsoft Office, particularly Excel, Word, Sharepoint and Outlook.

Responsibilities

• FAR, DOT, and FHWA Regulation Mastery: Possess in-depth knowledge and ability to interpret and apply FAR guidelines in small business engagement.
• SBE Coordination and Engagement: Maintain a database of SBEs for opportunities within the heavy civil construction industry.
• SBE Certification Review and Verification: Verify certification status of SBEs for validity and relevance.
• Goal Evaluation and Compliance Monitoring: Assess and report on small business goals and Good Faith Efforts.
• Progress Reporting: Monitor and report SBE participation across projects to ensure compliance.
• Procurement Compliance Oversight: Oversee SBE compliance in procurement stages, especially closeout.
• Policy and Procedure Improvement: Recommend improvements to SBE policies aligning with regulations.
• Community Outreach and Promotion: Plan outreach programs to engage SBE community and promote partnerships.
• Data Analysis and Reporting: Use data to analyze SBE involvement trends for strategic decisions.
