The Texas Education Agency seeks a SAS Programmer/Data Analyst to join the Data & Reporting Infrastructure team within Performance Reporting. You will develop datasets, reports, and tools to provide actionable insights into student performance across Texas.

TEA's Performance Reporting division seeks to ensure continuous improvement in the academic achievement of all Texas public school students by developing and implementing transparent, rigorous, and fair academic accountability systems; providing accurate and comprehensive academic performance reporting systems, tools, and trackers; and monitoring and validating data to ensure the integrity of these systems.
The SAS Programmer/Data Analyst sits within the Data & Reporting Infrastructure team in the Division of Performance Reporting. This role performs complex programming tasks to create datasets, reports, and other tools to provide actionable insights into student performance across the state. The programmer will assist in the creation and maintenance of applications that support the processing of accountability and other data and will be responsible for configuring data downloads to provide timely and accurate data to districts and the public. This position will work under minimal supervision.
This position requires up to 5% travel, based on business needs, to support program initiatives, collaboration, and operational priorities.

Own the design, development, and delivery of assigned tools and trackers (e.g. AEA Registration, Campus Pairing, HB3 Reimbursements, etc.) for TEAL and public deliveries by serving as the primary architect, programmer, and data processor. Perform complex SAS design, coding, testing, quality control, and documentation as well as data ETL operations necessary for the delivery of these TEAL apps.
Own the research, design, development, and maintenance of CI/CD pipelines and deployment processes for PR applications, tools, and SAS reporting systems. Establish CI/CD routines and end-to-end workflows for PR Div Programmers community based on core PR needs and prevailing IT infrastructure. Implement and support automated build, test, validation, and deployment workflows using Jira, Bitbucket, and Jenkins aligned with divisional CI/CD standards for SAS reports and data tools.
Own the design, development, and delivery of assigned TPRS reports, TAPR downloads, and other ad-hoc research, performing data analyses and modeling, and fulfilling Public Information Requests (PIRs) by serving as the primary data processor and programmer. Perform complex SAS design, coding, code revisions, testing, quality control, and documentation as well as necessary data ETL operations.
Graduation from an accredited four-year college or university
At least four (4) years of strong experience in SAS programming, including systems analysis and design, unit and functional testing, SQL programming, coding and reviewing complex programs, data validation, working with large databases, and statistical data analysis. Experience must also include CI/CD practices and processes using tools such as Jira, Bitbucket, and Jenkins, as well as applying SAS procedures, macros, SQL, report writing, and detailed project documentation
Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis

Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.
The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
