Job summary

Qualifications

Responsibilities

• Serve as primary field safety representative for assigned SWCP projects.

Southwest Concrete Paving is an established concrete paving company specializing in military airfield construction across the western United States. POSITION SCOPE

The Safety Supervisor is responsible for implementing, monitoring, and maintaining Southwest Concrete Paving's safety program across active construction projects. This position is primarily field-based and requires regular travel to jobsites to evaluate working conditions, identify potential hazards, implement corrective measures, and ensure compliance with company policies, OSHA requirements, EM 385 requirements, contract requirements, and applicable federal, state, and local regulations.
The Safety Supervisor works closely with project management, superintendents, foremen, and field personnel to promote safe work practices and ensure that safety requirements are incorporated into daily operations.

TRAVEL IS REQUIRED

The Safety Supervisor serves as the primary field safety representative, often operating independently while coordinating across multiple projects, crews, and levels of supervision. The ideal candidate will be a self-starter who is comfortable working in the field, can recognize hazards before they become incidents, communicates effectively with all levels of personnel, and is willing and able to take appropriate action when unsafe conditions or practices are identified.
The Safety Supervisor has the authority and responsibility to require correction of unsafe conditions and practices and, when necessary, to recommend or direct the suspension of work until unsafe conditions are corrected.

Primary Duties

• Serve as the primary field safety representative for assigned SWCP projects
• Conduct regular and unannounced jobsite safety inspections and observations
• Evaluate jobsite conditions, work practices, equipment, and operations to identify existing and potential safety hazards
• Ensure compliance with SWCP safety policies, OSHA regulations, EM 385 requirements, contract requirements, and applicable federal, state, and local regulations
• Work directly with Project Superintendents, foremen, and field personnel to identify hazards and implement practical corrective actions
• Provide guidance and direction to field personnel regarding safe work practices, required protective measures, and applicable safety requirements
• Require timely correction of unsafe conditions and practices and verify that corrective actions have been completed
• Exercise stop-work authority when an imminent or serious safety hazard exists and communicate the issue to appropriate project and company management
• Conduct and/or participate in daily safety meetings, toolbox talks, and other safety training
• Assist project personnel with the development, implementation, and maintenance of Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), Site Safety Plans, and other required safety documentation
• Review AHAs, work plans, and planned construction activities to identify potential hazards and ensure appropriate controls are established before work begins
• Monitor high-risk activities including heavy equipment operations, concrete paving, material handling, excavation, lifting operations, traffic control, work around aircraft and active airfields, and other construction activities
• Monitor compliance with requirements for personal protective equipment, fall protection, confined spaces, excavation and trenching, lockout/tagout, electrical safety, traffic control, equipment operation, and other applicable safety programs
• Inspect construction equipment, vehicles, tools, and work areas for safety compliance and identify deficiencies requiring correction
• Participate in accident, incident, near-miss, and property damage investigations and assist in determining corrective actions
• Maintain required safety records, inspection reports, training records, incident documentation, and other project safety documentation
• Assist with preparation and submission of required safety reports and documentation to project management, owners, and government agencies
• Interface with government safety representatives, including USACE, NAVFAC, Air Force, and other owner representatives as required
• Monitor project conditions, schedules, materials, and construction methods to identify changes that may create new or additional safety hazards
• Participate in project safety planning and prepare for upcoming work phases and high-risk activities
• Conduct safety orientations and assist with onboarding and training of new field personnel
• Inspect and track fire extinguishers used on jobsite equipment.
• Track safety observations, deficiencies, corrective actions, and trends and communicate significant issues to management
• Provide feedback to project supervision regarding safety performance and opportunities for improvement
• Promote a culture of safety, accountability, quality, and integrity throughout the organization
• Supervise assigned safety personnel and provide direction, training, and performance feedback
• Perfrom other duties as assigned

BACKGROUND

• Must be willing to travel up to 75%
• Must be available to work all shifts including days, nights, and/or weekends
• Valid driver's license with acceptable driving record
• Current OSHA 30-Hour Construction certification required
• Current EM 385-1-1 / USACE safety training or equivalent required
• Additional safety certifications such as Competent Person, First Aid/CPR, OSHA 510, STS, CHST, or CSP are preferred
• Ability to obtain additional safety certifications and training as required
• Ability to lift and carry up to 50 lbs.
• Strong leadership, communication, and organizational skills
• Proficient in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint)
• Ability to read and interpret construction plans, specifications, safety requirements, and contract documents
• Working knowledge of heavy construction operations, equipment, materials, and construction methods
• Working knowledge of OSHA regulations and construction safety practices
• Ability to recognize hazards, evaluate risk, and implement practical corrective measures
• Ability to communicate effectively with project management, superintendents, foremen, subcontractors, and craft personnel
• Ability to work independently and exercise sound judgment in the field
• Strong written and verbal communication skills
• Fluent in English and Spanish (preferred)
• Must have a REAL ID or the ability to obtain a REAL ID before start date
• Minimum of 3–5 years of construction safety experience, preferably in heavy civil, concrete paving, military construction, or other heavy construction environments
• Experience working directly in the field with construction crews and project supervision
• Experience with federal construction safety requirements, including USACE/NAVFAC and EM 385, preferred
