Job summary

Transdev seeks a Transit Safety Manager to develop and oversee the location's safety programs, ensuring compliance with federal, state, and local regulations. You will lead safety initiatives, conduct risk assessments, investigations, and training to protect employees, riders, and the public.

Based in Sussex, Delaware, you will coordinate with the DTC contract, manage the injury prevention program, and drive continuous improvement.

Qualifications

  • High School Diploma or GED is required; Bachelor's preferred in Safety management or related field.
  • Experience with SMS and regulatory compliance programs is preferred.
  • Minimum 3 years’ supervisory or leadership experience.

Responsibilities

  • Develop, implement, maintain, and evaluate the Safety Policies & Procedures.
  • Establish and enforce local safety policies, procedures, and standards.
  • Monitor compliance with FTA, DOT, OSHA, Drug & Alcohol Program and state regulations.
  • Coordinate annual safety program reviews and updates.
  • Provide classroom and behind-the-wheel instruction per PDOP.
  • Ensure safety and training SOPs are current and meet location needs.
  • Document training activities and maintain records.
  • Lead liaison with client and corporate personnel for training needs.
  • Prepare and conduct monthly safety meetings.
  • Maintain employee filing system and participate in audits.
  • Direct drug & alcohol program and random testing.
  • Manage injury prevention program to reduce injuries.
  • Conduct root-cause investigations and retraining as needed.
  • Conduct safety audits, hazard assessments, and reviews.
  • Identify risks and develop corrective actions.
  • Monitor trends in incidents and near-misses.
  • Recommend safety improvements and regulatory compliance.
  • Maintain OSHA log and post as required.
  • Conduct road observations of operator safety and service.
  • Track corrective actions and ensure closure.
  • Liaise with regulatory agencies and auditors.
  • Prepare documentation for audits and regulatory filings.
  • Support safety reports and plans submissions.
  • Stay updated on regulatory changes and industry standards.
  • Provide coaching on Drive Cam as required.
  • Respond to customer service comments.
  • Assist in emergency response and business continuity planning.
  • Coordinate safety during emergencies and incidents.
  • Participate in drills and exercises.
  • Coordinate pre-employment and onboarding interviews.
  • Travel up to 15%.

Job description

The Transit Safety Manager is responsible for developing, implementing, and overseeing the location's safety programs to ensure compliance with federal, state, and local transportation safety regulations. The Safety Manager leads safety initiatives, conducts risk assessments, investigates incidents, promotes a culture of safety, and supports continuous improvement efforts to protect employees, passengers, and the public Shared responsibility for continuous leadership, recruitment, and training of operator candidates. Promotes strong leadership and influences positive employee morale throughout the location. This position is based in Sussex, Delaware in supporting the DTC contract.

Key Responsibilities:
  • Develop, implement, maintain, and evaluate the Transdev's Safety Policies & Procedures.
  • Establish and enforce local safety policies, procedures, and performance standards consistent with regulatory requirements and Transdev’s practices.
  • Monitor organizational compliance with Federal Transit Administration (FTA), Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), Drug & Alcohol Program and applicable state regulations.
  • Coordinate annual safety program reviews and updates
  • Provides classroom and behind-the-wheel instruction according to Transdev’s PDOP specifications in all aspects of vehicle operation and passenger transportation, including defensive driving, service area familiarization, passenger loading, unloading and securement.
  • Ensure all Safety and Training SOP’s, programs, policies, and procedures are current and meet the needs of the location.
  • Document all training activities and ensure accurate completion of all training-related employee records.
  • Establish a relationship with client and corporate personnel to identify additional training needs, resources, and opportunities.
  • Prepares and conducts monthly safety meetings.
  • Maintains an adequate and complete employee filing system and participates in audits and inspections to meet client and corporate expectations.
  • Directs the location drug & alcohol program to include random drug testing and ensures all files are updated to pass regular audits.
  • Manages the injury prevention program to reduce the number of workplace injuries.
  • Conducts accident investigation using root-cause analysis and assigns employee re-training as required.
  • Conduct safety audits, inspections, hazard assessments, and operational reviews.
  • Identify safety risks and develop corrective action plans to mitigate hazards.
  • Monitor trends in accidents, incidents, injuries, and near-miss events.
  • Recommend measures to improve operational safety and reduce risks.
  • Responsible for maintaining/posting OSHA log.
  • Conducts road observations to evaluate operator safety, customer service, and systematic knowledge of the service.
  • Track implementation of corrective actions and ensure closure.
  • Serve as the primary liaison with regulatory agencies and auditors regarding transit safety programs.
  • Prepare and maintain documentation required for compliance audits and inspections.
  • Support development and submission of safety reports, plans, and regulatory filings.
  • Stay informed of changes in regulations and industry standards.
  • Provides coaching and re-training as required on Drive Cam.
  • Respond to customer comments related to the service.
  • Assist in developing emergency response and business continuity plans.
  • Coordinate safety activities during emergencies and major incidents.
  • Participate in drills, exercises, and emergency preparedness initiatives.
  • Conduct interviews and coordinate pre-employment & onboarding process
  • Other duties as required.
  • Travel requirement outside of immediate area 15%
Qualifications:
  • High School Diploma or GED required. Bachelor's degree in Safety Management, Occupational Safety, or a related field preferred.
  • Experience with Safety Management Systems (SMS) and regulatory compliance programs preferred
  • Minimum of (3) years’ experience, previous supervisory or leadership experience
  • Experience in location safety management and/or operations management.
  • Providing quality training, including the creation and management of training materials.
  • Thorough knowledge of transit safety regulations, standards, and best practices.
  • Knowledge of FTA Public Transportation Agency Safety Plan (PTASP) requirements.
  • Understanding of OSHA, DOT, and risk management principles.
  • Strong incident investigation and root cause analysis skills.
  • Ability to interpret regulations and implement compliance programs.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and safety management software.
  • Ability to manage multiple priorities and deadlines
  • Must be able to work shifts or flexible work schedules as needed.
Physical Requirements:
  • Combination of office and field work in transit facilities, maintenance shops, terminals, stations, and operational environments.
  • May require travel between facilities and operational sites.
  • May be required to respond to emergencies, accidents, and incidents outside normal business hours.
  • Occasional lifting, standing, walking, and exposure to varying weather conditions.
