DESCRIPTION
Plan, develop and administer environmental health and safety programs for an identified city division and for the City to maintain a safe and healthy workplace and provide compliance with all applicable internal and external regulations.
DISTINGUISHING CHARACTERISTICS
This is a single class, expected to independently perform job duties under limited supervision and provide a safe learning environment for all employees.
Applicants must possess the following minimum qualifications to continue in the recruitment process:
Education and Experience:
Bachelor’s degree in occupational safety and health, safety engineering, physical or environmental sciences, business or related field and three (3) years of full-time professional experience in developing and/or administering a large-scale industrial safety program.
OR an equivalent combination of directly related experience and education.
Licenses and Certificates:
Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.
Must possess within ninety (90) days of hire and maintain throughout employment, an Occupational Safety and Health Administration (OSHA) 30 certification.
Must possess within six (6) months of hire and maintain throughout employment, Incident Command System (ICS) 100/200 and ICS 300 as soon as available.
Must possess within two (2) years of hire and maintain throughout employment, a certification in at minimum one (1) of the following certification programs: Certified Safety Professional (CSP), Certified Environmental Manager (CEM), Certified Industrial Hygienist (CIH), Occupational Health and Safety Technologist (OHST), Construction Health and Safety Technologist (CHST), Associate Safety Professional (ASP), or other equivalent and approved area.
Specific assignments may require possession within six (6) months of hire and maintenance throughout employment, of a valid Nevada Class A CDL driver's license with tanker and combination vehicle endorsements.
Manage the safety management program and all involved processes for assigned division including but not limited to contractor safety orientation, hot work permits, facility emergency response time in an emergency, respirator programs, respirator fit testing and physicals, forklift training and compliance, and management for change (MOC) for process hazard analyses for chemicals, gases and materials.
Maintain and provide a safe work environment for employees. Advise City leadership including the City Manager and the Risk Manager of safety compliance concerns and preventative actions to be taken. Coordinate and provide support for risk management activities, support the citywide safety committee and provide reports. Develop and conduct safety meetings with staff. Effectively present information and respond to questions from City staff, vendors, customers and the public.
Participate as a member of the City’s emergency response team and in the development and implementation of emergency and disaster response plans. Coordinate the implementation of programs, visitors and outside service personnel to ensure compliance with City policies and safety regulations. Make recommendations for programs and processes.
Plan, develop, coordinate, facilitate, implement and conduct effective technical, field, safety, administrative, specialized, citywide safety and other training programs, meetings and projects. Train staff in work procedures in individual and large group settings. Review training materials and proposals provided by regulatory agencies or contractors.
Read, analyze, and interpret plans, reports, test results, general business periodicals, professional journals, technical procedures and government regulations. Produce, prepare, and maintain clear and concise written records, regulatory records, files, training records and materials, reports, business correspondence, procedure manuals, safety materials and policies. Enforce safety policies and administer drug screenings. Document and investigate incidents, accidents and near miss accidents and identify possible accident causes and hazards. Review accident and injury reports and maintain permits.
Ensure the City is compliant with federal, state and local regulations related to environmental health and safety regulations, practices, permits and related programs. Make written recommendations for preventive action and corrective action as required, including providing and documenting information leading to potential discipline recommendations.
Conduct and effectively inspect work sites, facilities and field job sites to ensure safety, safe work procedures are being followed, appropriate safety equipment is being used and to identify and correct potentially hazardous conditions. Perform safety surveys, workplace hazard assessments, Job Safety Analyses (JSA), and risk assessments. Process Safety Management and Process Hazard and Risk Analysis. Utilize the hierarchy of hazard control to eliminate or reduce workplace hazards. Provide feedback to employees based on safety surveys and observations.
Independently and safely shut down a job or work site in the event of imminent danger or significant threat to safety or health. Safely handle and dispose of hazardous chemicals and materials. Monitor hazardous materials handling, disposal, hazard communications, spill reports and training. Renew hazardous material permit and maintain the contract with the SDS service.
Under the direction of management, prepare and manage a safety budget. Prepare requests for funding related to training staff, equipment and materials. Order supplies and distribute as appropriate. Maintain CPR/AED and fire extinguisher training and maintain the AED devices, first aid kits and fire extinguishers.
Perform other duties which may be assigned.
Knowledge, Skills and Abilities:
Physical Demands:
Requires the ability to work in an industrial environment and to monitor and inspect various indoor and outdoor job sites, buildings, grounds, streets and public works projects in severe and inclement weather and with exposure to heavy traffic and other potential hazards as well as in a typical office setting and use standard office equipment. Requires sufficient strength, vision, hearing, manual dexterity and stamina to perform sustained heavy physical labor, lift and carry equipment weighing up to ninety (90) pounds. Ability to work underground and in elevated or confined spaces and with possible exposure to unpleasant and potentially hazardous substances and exposure to effluent.
