Job summary

NRS in Compton, CA is seeking a Safety & Compliance Manager to oversee driver qualification, DOT/FMCSA administration, and on-the-road coaching. This role leads Safety Representatives and partners with the Director of DOT Compliance to drive safety initiatives.

You will perform road tests, coach drivers, deliver safety training, and ensure compliance with FMCSA regulations. Occasional travel across West Coast terminals is expected.

Job Description

Job Overview:

The Safety & Compliance Manager will operates on both sides of safety: managing driver qualification file compliance and DOT/FMCSA administration, and getting behind the wheel to conduct road tests, ride-alongs, and hands-on driver coaching. The manager will directly supervise our Safety Representatives and serve as the on-the-ground safety leader for our operations, working closely with our Director of DOT Compliance and Safety Department Supervisor, both based on the East Coast.

Duties and responsibilities:

• Supervise, train, and hold accountable the Safety Representatives handling document review, expiration management, return-to-duty (RTD) processing, and termination administration.
• Review and audit AS400 and Tenstreet entries for accuracy and timeliness before issues become backlog.
• Conduct applicant road tests and skills evaluations for new commercial drivers.
• Perform driver ride-alongs to observe performance, identify coaching opportunities, and correct unsafe habits in real time.
• Deliver ongoing driver safety training, including defensive driving, hours-of-service, and company safety policy refreshers.
• Make and own OOS (out-of-service) and return-to-duty decisions for drivers in accordance with DOT/FMCSA regulations.
• Serve as the primary point of contact for CA terminal management on safety and compliance matters.
• Partner with the Director of DOT Compliance and Safety Department Supervisor on department initiatives, audits, and reporting.
• Support incident and accident investigations, including root cause analysis and corrective action plans.
• Assist with recruiting support such as reviewing MVRs, background checks, and Clearinghouse queries for CA applicants.
• Perform other duties as assigned.

Requirements

• Active Class A CDL with a clean driving record.
• 5+ years of experience in DOT compliance, fleet safety, or transportation safety management.
• Prior supervisory or management experience, ideally overseeing compliance or safety administrative staff.
• Hands-on experience conducting road tests, ride-alongs, or behind-the-wheel driver evaluations.
• Experience developing or delivering driver training – classroom, behind-the-wheel, or both.
• Strong working knowledge of FMCSA regulations, driver qualification file (DQF) requirements, and Clearinghouse compliance.
• Experience with Tenstreet, AS400, or comparable compliance/driver management platforms strongly preferred.
• Certified driver training credential a major plus – Smith System Certified Instructor, ITC (Instructor Training Course), MOI (Methods of Instruction), or similar recognized driver instructor certification.
• Strong organizational and communication skills, with the ability to manage multiple priorities and hold a team accountable to deadlines.
• Willingness to travel between West Coast terminals.

• Exposure to Elements: Work in various weather conditions for outdoor tasks and exposure to dust, fumes, and loud noises.
• Extensive Standing and Walking: Prolonged periods of standing and walking throughout the facility or around vehicles.
• Computer Use: Frequent use of computers and handheld devices for inventory management, scheduling, and communication, necessitating manual dexterity
