Job summary

West Virginia Departments of Health, Health Facilities and Human Services seeks a Deputy Director for the Rural Health Transformation Program (RHTP) in Charleston. You will lead day-to-day operations, coordinate across agencies, and oversee grant management to modernize rural health access and outcomes.

The role requires advanced degrees and at least seven years leading large health initiatives, with a focus on CMS policy, value-based care, and data-driven decision making.

Qualifications

• Master’s or doctoral degree in public health, health administration, business, medicine, or related field.
• Minimum of 7 years of leadership experience in health system transformation or large-scale program management.
• Proven track record in managing health programs, federal grants, or innovation models.

Responsibilities

• Translate the RHTP vision and seven transformation domains into operational plans with milestones, budgets, and performance metrics.
• Coordinate among hospitals, health centers, behavioral-health providers, EMS, and local health departments.
• Prepare routine briefings for the Director, Secretary, Governor, and Legislature on program impact and indicators.
• Oversee operational aspects of RHTP implementation including governance and funding disbursement.
• Ensure compliance with state and federal reporting requirements, including CMS and federal partners.
• Coordinate interagency workstreams across multiple State departments and support public communications.
• Manage WVHIN data infrastructure and AI dashboards for performance analytics.
• Facilitate technology-enabled care models expanding telehealth and home-based services.
