Job summary

North Carolina Department of Health and Human Services (DHHS) seeks an IT Security & Compliance Specialist II (NS) to lead privacy and security efforts within the Rural Health Transformation Program. The role focuses on safeguarding health information while enabling secure, innovative care across rural NC.

You will develop and implement privacy strategies, conduct risk assessments, and coordinate across agencies, healthcare providers, and technology teams.

Qualifications

• Bachelor's degree in computer science or related IT field or equivalent.
• Two years of progressive IT security experience required.
• Experience with privacy and security controls in government or regulated environments.
• Knowledge of HIPAA Privacy and Security Rules and related regulations.

Responsibilities

• Develop privacy and security strategies aligned with Rural Health Transformation priorities.
• Assess cybersecurity, privacy, and technology risks across rural health settings.
• Support compliance with federal, state, and NC DHHS privacy/security requirements.
• Conduct security/privacy risk assessments and remediation planning.
• Strengthen IAM, data protection, incident response, and business continuity practices.
• Support secure deployment of digital health tech, data sharing, interoperability, and telehealth.
• Develop and monitor security metrics and risk indicators.
• Assist with incident response and required notifications.
