Job summary

Jovian Concepts, LLC is seeking a Level 3 Rules Analyst in the Annapolis Junction, MD area for a critical government program. A current TS/SCI clearance with MD polygraph is required to be considered.

The ideal candidate will analyze legal and policy documents to extract key information, identify compliance obligations, and design controls and machine-readable rules to enable automation. Strong experience with Confluence, JIRA, MS Word, PowerPoint and policy reporting is desired.

Qualifications

• Ideal candidate holds an active TS/SCI clearance with MD Polygraph.
• Requires 15 years of relevant experience in programs involving Customer authorities.
• A Bachelor's degree is required; Master’s degree or J.D. may substitute for two years of experience.
• Four additional years of experience may substitute for a Bachelor's if needed.
• A J.D. and at least 5 years of experience in legal or IC privacy compliance is required.

Responsibilities

• Analyze legal and policy documents to extract key information per guides and procedures.
• Identify compliance obligations in documents and design controls and machine-readable rules.
• Provide SME input to mission compliance policy and guidance development.
• Create and maintain user guide documentation for analyzing legal and policy documents.
• Engage with customers to understand problems and determine solutions based on guidance.
• Prepare reports, responses, and briefings for diverse audiences.
• Develop and maintain documentation for compliance automation processes.

Job Description

Jovian Concepts, LLC is looking to hire a Rules Analyst Level 3 for a great opportunity in the Annapolis Junction, MD area.

A current and active TS/SCI Clearance with a MD Polygraph is required to be considered.

The ideal candidate will be responsible for the following:

Responsible for analyzing legal and policy documents to extract keyinformation from the documents in accordance with established guides and procedures. Responsible for identifying compliance obligations in legal and policy documents in accordance with established procedures.

The Level 3 Rules Analyst shall possess the following capabilities:

• Use multiple word processing and presentation tools (e.g., MS Word, PowerPoint, Adobe Pro).
• Use task tracking and documentation software (e.g., Confluence and JIRA).
• Engage with customers to understand problems and determine solutions based on existing documentation and guidance.
• Prepare reports, responses, and briefings targeted to a wide range of audiences.
• Analyze compliance obligations to identify, design, and maintain controls, system requirements, and/or machine-readable rules that enable compliance automation.
• Provide subject matter expertise to the development of mission compliance-related policy and guidance.
• Create and maintain user guide documentation for analyzing legal and policy documents.
• Familiarity with Customer authorities demonstrated with practical experience.
• Innovate ways to categorize, organize, and manage compliance obligations and related controls, system requirements, and/or machine-readable rules that enable compliance automation.

Requirements

• A current and active TS/SCI Clearance with a MD Polygraph is required to be considered.
• Requires 15 years of relevant experience in programs involving Customer authorities, and a Bachelor's degree in a relevant discipline (e.g., legal, technical field, library science) from an accredited college or university.
• A Master's degree or J.D. may be substituted for two (2) years of experience, reducing the requirement to 13 years of experience.
• Four (4) additional years of experience may be substituted for a Bachelor's degree for a total of 19 years.
• A J.D. and at least 5 years experience in the legal or 5 technical aspects of Intelligence Community Privacy Compliance required.
