Job summary

ARRO Consulting, Inc. is seeking a Resident Project Representative Team Lead to provide leadership and technical oversight on construction projects in the Doylestown area. You will coordinate RPR assignments, mentor staff, and ensure compliance with plans, specs, and contract requirements.

You will report to the Construction Manager and work closely with Project Managers, engineers, contractors, clients, and internal teams to deliver quality projects on time and within safety guidelines.

• Associate or Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a related field preferred.
• Minimum of 5 years of relevant construction observation, inspection, or project experience; equivalent experience may be considered.
• Demonstrated experience working on civil infrastructure, municipal, water/wastewater, transportation, or related construction projects.
• Previous leadership, mentoring, or team coordination experience preferred.
• NICET certification, PE, or other relevant professional certification is a plus, where applicable.
• Valid driver's license and ability to travel to project sites as required.

Responsibilities

• Provide day-to-day leadership, guidance, and technical support to RPRs assigned to construction projects.
• Coordinate RPR assignments, workloads, schedules, and field coverage.
• Support the onboarding, training, mentoring, and development of RPR staff.
• Establish and promote consistent standards for field observations, documentation, reporting, and communication.
• Review RPR documentation, daily reports, project records, and other field deliverables for completeness and consistency.
• Serve as a resource for RPRs in addressing field issues, contractor questions, and construction-related concerns.
• Coordinate with Project Managers and project teams regarding project progress, issues, risks, and required follow-up.
• Participate in construction progress meetings and provide field updates as needed.
• Assist with review of contractor pay applications, change orders, RFIs, submittals, schedules, and other construction documentation.
• Monitor construction activities for general conformance with plans, specifications, and contract requirements.
• Assist with identifying potential project issues and communicate concerns to the appropriate Project Manager or engineer.
• Support quality control and continuous improvement of ARRO's construction administration and inspection practices.
• Assist with developing and maintaining RPR procedures, templates, checklists, and training resources.
• Assist with staffing and resource planning for upcoming construction projects.
• Maintain effective relationships with clients, contractors, consultants, and internal project teams.
• Support project managers with construction-related client communications and issue resolution.
• Promote a culture of safety and ensure RPRs follow applicable ARRO safety procedures and project-specific requirements.
• Perform field inspections and RPR responsibilities when project needs require.
• Participate in proposal development, project pursuits, and other business development activities as appropriate.
• Perform other duties as assigned.

General Overview

The Resident Project Representative (RPR) Team Lead provides leadership and technical oversight to ARRO's Resident Project Representatives while supporting the successful delivery of construction projects. This role coordinates RPR activities, promotes consistency in field practices and documentation, and serves as a resource for RPRs throughout the construction process.
