Job summary

The Columbia County Board of County Commissioners is seeking a seasoned administrator to supervise county road construction projects. You will oversee daily operations, coordinate crews, inspect work, and ensure compliance with plans, safety standards, and schedules.

You will work under the Operations Superintendent, manage records and reports, and engage with the public and officials to address maintenance needs and project progress. A valid Florida driver’s license is required.

Qualifications

• Graduation from high school and five years progressively responsible administrative experience in the construction and maintenance of County highways and streets, including three years of supervisory experience; or any equivalent combination of related training and experience.
• Possession of a valid Florida Driver’s License required. Residency within county may be required.

Responsibilities

• Supervises all County road construction projects; supervises the building and reconstruction of streets and roads
• Make frequent inspections of all highways to determine maintenance needs of surfaces, shoulders, structures, and drainage facilities; assign employees to make such repairs
• Checks daily with various crews building, rebuilding and grading roads to ensure that work is proceeding according to plan and to resolve any problems
• Plans, lays out, and supervises all work including building and rebuilding bridges; installing culverts, laying and repairing pipe; cleaning and widening of canals and ditches
• Meets the general public and answers questions regarding road construction activities; handles requests and complaints with officials
• Contacts local officials about maintenance and construction activities
• Required to work during a local declared state of emergency

This is responsible administrative and supervisory work supervising County road construction projects. Work is performed under the direction of the Operations Superintendent and/or his/her designee and is reviewed through conferences, reports and observation of results obtained.

WORKING CONDITIONS

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles; toxic or caustic chemicals, and outdoor weather conditions. The noise level in the work environment is usually loud. Must be able to pass a pre-employment physical that screens for acceptable eyesight and hearing (with or without correction), the ability to sit for extended periods, and manual dexterity needed to operate job related machinery.

Essential Functions

• Supervises all County road construction projects; supervises the building and reconstruction of streets and roads
• Make frequent inspections of all highways to determine maintenance needs of surfaces, shoulders, structures, and drainage facilities; assign employees to make such repairs
• Checks daily with various crews building, rebuilding and grading roads to ensure that work is proceeding according to plan and to resolve any problems that may have arisen; makes regular and routine checks throughout the road system to determine needed repairs
• Plans, lays out, and supervises all work including building and rebuilding bridges; installing culverts, laying and repairing pipe; cleaning and widening of canals and ditches, as it relates to County construction projects
• Meets the general public and answers any questions regarding road construction activities in the area; receives public requests for information and complaints regarding work activities from the Public Works Director and Operations Superintendent; meets public and discusses requests and complaints with them
• Contacts local officials about maintenance and construction activities in their areas
• Required to work during a local declared state of emergency

MINIMUM QUALIFICATIONS

Graduation from high school and five years progressively responsible administrative experience in the construction and maintenance of County highways and streets, including three years of supervisory experience; or any equivalent combination of related training and experience.

Possession of a valid Florida Driver’s License required. Columbia County residency required within six (6) months of date of employment.

Preferred: Maintenance of Traffic Supervisor Certification, Asphalt Road Certification.

Knowledge, Skills and Abilities

• Thorough knowledge of the methods, operating rules and road construction equipment and maintenance operations
• Thorough knowledge of the types and uses of public works equipment related to street and highway reconstruction and maintenance operations
• Considerable knowledge of the operating characteristics and maintenance requirements of all typical public works construction equipment
• Considerable knowledge of the maintenance and repair characteristics of the road network within assigned district
• Ability to understand, interpret and effectively carry out written or oral instructions accompanied by construction plans
• Ability to train and supervise subordinates in a manner conductive to full performance and high morals
• Ability to maintain accurate records, reports and logs
• Ability to communicate with fellow employees and the general public
• Ability to use a survey transit and level
• Ability to keep records and make reports
