Job summary

The Citrus County Board of County Commissioners seeks an Engineering Technician III to perform inspections of major and minor infrastructure projects, including roads and water/ sewer elements. You will report progress via daily reports and participate in conferences and meetings.

Responsibilities

Job description

The Engineering Technician III performs technical duties that involves performing inspections of major and minor infrastructure projects to include the construction of roads, stormwater drainage systems, and transportation elements of potable water and sanitary systems in order to ensure compliance with construction and environmental standards, ordinances, and law. Reports progress of major activities through construction daily reports and periodic conferences and meetings.

• Full‑time, field position and requires frequent travel around Citrus County. Schedule is Monday through Friday, 6:00 AM to 3:00 PM.
• Inspects major and minor County construction projects to ensure conformity with construction plans and adherence to applicable regulation and specification.
• Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
• Reviews construction plans and documents, making recommendations for appropriate changes in areas of non‑compliance, conflicts, and time/cost savings.
• Performs construction site investigations and maintains daily construction reports. Collects and maintains material tickets and data associated with Federal Highway Administration and Local Agency Program projects.
• Measures and confirms all pay items, reviews material list data for conformance, produces inspection reports, and reviews pay applications and test data.
• Maintains files and records systems in paper and electronic format.
• Conducts in process field inspections to ensure compliance with approved engineering standards.
• Evaluates road conditions and produces priority lists for annual road resurfacing projects.
• Investigates and prepares corrective action plan/report on citizen complaints.
• Performs data collection tasks such as survey field data collection, traffic data collection, asset inventory, and other data collection as necessary.
• Inputs data into various software programs to update and maintain County asset information.
• Performs engineering and surveying calculations.
• Addresses questions by phone, email, or in person.
• Attends staff conferences, professional meetings, and other events.
• Performs other duties as required.

Education, Training, and Experience

• High School Graduate or GED equivalent, vocational technical degree or specialized training that is equivalent to satisfactory completion of High School.
• Three (3) years of experience in the field of Civil Engineering with specific experience in road construction.

Skills and Abilities

• Ability to interpret construction plans, specifications, and technical documents.
• Requires using basic algebra involving variables and formulas, basic geometry involving plane and solid figures, circumferences, areas, and volumes, and computing percentages, ratios, and proportions. Ability to perform computations such as slopes, grades, etc. related to roadway and drainage design and construction.
• Experience collecting, reviewing, and maintaining materials and field data.
• Strong analytical, organizational, and problem‑solving skills.
• Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
• Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.), and Electronic Data Transfer.

Certificates and Licenses

• Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
• Intermediate MOT, FDOT Asphalt I, FDOT Concrete Inspector, FDOT Earthwork Inspector I, and NPDES Stormwater Inspector Certification, preferred. Or any additional relevant experience that may be considered equivalent to the certifications.
• Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
  • IS-100.c: Introduction to the Incident Command System (ICS)
  • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment

• Requires a combination of sitting, standing, and walking.
• The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
• The job requires occasional bending, squatting, kneeling, balancing, and twisting.
• The job requires the completion of tasks that involves frequent simple grasping, pushing, pulling, and working in darkness, and occasional typing, operating foot controls/levers, and driving automotive equipment.
• The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
• The job may risk exposure to moving machinery, fumes and gases, electrical hazards, and extreme noise.

Emergency Response/Recovery Activities

• All employees will be required to work before, during, or after an emergency.
