Join the City of Tigard’s HR and Risk Management Department as our next Risk Manager. This is an opportunity to lead and shape a citywide risk management program that helps protect our people, assets, resources, and ability to serve the community. As Risk Manager, you will provide strategic leadership across the organization—helping the City identify and understand risk, prevent losses, strengthen workplace safety, effectively manage insurance and claims, and make thoughtful, risk-informed decisions.
This is a highly collaborative role. You will work across the organization—from operational and facilities teams to department leadership and external partners—to understand unique risks and develop practical, workable solutions. Success in this role requires a leader who brings strong technical expertise and sound judgment while building relationships and serving as a trusted resource to departments. Leading a dedicated team of two, the Risk Manager provides strategic direction and oversight for the Risk Management Division’s programs, budgets, and key initiatives.

The ideal candidate is an experienced risk management professional who combines technical expertise with sound judgment, curiosity, and a collaborative, solutions-oriented approach. They understand that effective risk management is not simply about identifying risk it is about helping the organization understand its options, make informed decisions, and accomplish its work responsibly. The successful candidate will be an approachable and credible partner who builds strong relationships across the organization and is comfortable working with employees and leaders at all levels. They can translate complex risk issues into clear, practical guidance, respectfully challenge assumptions when necessary, and balance appropriate risk mitigation with the operational realities of delivering public services.
