Qualifications

  • Valid Driver’s License required.
  • Public agency experience preferred.

Title: Right-of-Way (ROW) Specialist
Department: Public Works
Reports To: Supervisor 2 - ROW
Pay Plan: 75hrs per pay period
Type: Full Time
FLSA: Non Exempt
Emergency Classification: Class I
Summary:The ROW Specialist position exists within the Department of Public Works, to provide right-of-way acquisition and property acquisition services.This position, under the Supervisor 2 - ROW, will be the liaison to the Legal Department regarding acquisition of right of way for Capital Projects.

  • Coordinate Parish wide land acquisitions
  • Process ROW property acquisitions and maintain files
  • Perform abstracting and property research
  • Review adjudicated properties
  • Review and approve residential permits
  • Review and approve land clearing permits
  • Regular, consistent attendance is required
  • Any other duties as assigned

Competencies: Employee must be able to operate basic office equipment, office computer and have intermediate to expert level experience with Microsoft office software, and any other specialty equipment needed for the position. Must possess strong oral and written communication skills, strong organizational and time management skills, equal ability to work independently and with others, ability to work effectively with the public, and ability to prioritize work. Must be able to communicate clearly with staff and general public and provide clear, concise, and accurate information. Must have the ability to read & interpret maps, research and understand complex legal documents and understand legal property descriptions. Must possess and exercise confidentiality and discretion in processing legal and sensitive matters.Must possess honesty and exhibit good moral/ethical behavior.

Work Environment : The incumbent works in a typical office environment with little or no exposure to unpleasant environmental conditions or hazards. Primary functions are limited to an office environment. Occasional duties may require travel or working in non-office environment.

Physical Demands: Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.

Required Education/Qualifications : Associate Degree in Business, Public Administration, or Paralegal studies with a focus in property acquisition and abstracting, or a related field, or four years of related work experience required.Experience in a public agency setting is preferred. Applicant must possess a valid Driver’s License.
