Job summary

Ingham County seeks an experienced Civil Engineering professional to oversee permit processing, right‑of‑way management, and traffic control review within the Road Department. Qualifications

• Bachelor's Degree in Civil Engineering, Construction Management, or closely related field.
• Registration as a Professional Engineer in Michigan is preferred.
• MC Road Grade 5: minimum 2 years' experience; Grade 6: minimum 5 years; Grade 7: minimum 7 years with progression.
• Must possess a valid Michigan Driver’s License.

Responsibilities

• Oversee and administer the permit program, provide final technical review and approval of permit applications.
• Review and evaluate site plans, coordinating with townships, developers, consultants, and agencies.
• Review and approve traffic control plans for permitted work per MMUTCD and MDOT standards.
• Supervise permit staff, assign/prioritize work, provide training, and evaluate performance.
• Coordinate with contractors, developers, utilities, and agencies to ensure compliance with Road Department requirements.
• Schedule and oversee field inspections of existing conditions and permitted work in the public right-of-way.
• Apply professional engineering judgment to evaluate ROW and permitting issues and determine permit conditions.
• Coordinate data collection and reporting efforts including traffic counts and asset inventory.
