Job summary

City and County of Denver seeks a dynamic Right of Way Enforcement Manager to lead ROWE within DOTI. You will direct strategic and daily operations, guiding enforcement programs across on-street operations and parking-related services.

Qualifications

• Experience in parking enforcement, transportation operations, or a related regulatory field.
• Proven ability to lead, motivate, and support frontline teams in high-stress, customer-facing environments.
• Experience with enforcement technology solutions and data/reporting workflows.

Responsibilities

• Implement operational plans, strategic initiatives, and team goals to meet performance expectations.
• Maintain division procedures, workflows, and standards for consistent service delivery.
• Guide internal partners, external stakeholders on enforcement programs and operations.
• Oversee budget compliance and cost monitoring for assigned areas.
• Lead and develop ROWE staff, provide performance feedback and evaluations.
• Introduce process improvements to enhance efficiency and customer experience.
