Job description

The Massachusetts eHealth Institute (MeHI) is the designated state agency for growing the digital health ecosystem in Massachusetts. MeHI strengthens the digital health ecosystem in Massachusetts by building partnerships among health care organizations, researchers, academia, technology companies, accelerators and policymakers to ensure that health care innovation benefits all individuals across our state. In 2025, the Centers for Medicare and Medicaid released a notice of funding opportunity for all states to support the goals of the Rural Health Transformation Program (RHTP). The Commonwealth of Massachusetts has contracted with MeHI to administer four programs through RHTP. MeHI is seeking a detail-oriented individual with an interest in health care technology to support grant management for these programs.

The RHTP Grants Program Manager will work under the direction of the MeHI Director and will be responsible for grant and database management for the Rural Digital Health Sandbox Program, Rural SHINE-HT Program, Rural Cybersecurity Program, and Rural Health Information Exchange (HIE) Technical Assistance Hubs Program. This individual will work closely with program leads at MeHI and the MassCyberCenter to ensure that all contractual and financial obligations of program grantees are being met. This individual will also work with our partners at EOHHS to ensure that MassTech is meeting its state and federal reporting requirements. This includes working with EOHHS’s RHTP PMO, Deloitte, and members of the RHTP team. Attention to detail, and dedication to collaboration are key to success in this role.

This position is funded through the RHTP, a federal grant program administered by CMS. The grant award is anticipated to support the position for up to five years; however, funding is reviewed and awarded annually. Continued employment is contingent upon the availability of grant funding each year.

The RHTP Grants Program Manager will be responsible for:

Grant Management
  • Develop a strong understanding of MassTech’s procurement, contracting, and invoicing policies and procedures.
  • Manage the drafting and tracking of contract approval documents and contract executions for MeHI’s RHTP programs. Approvals from both MassTech and the Executive Office of Health and Human Services (EOHHS) will be required.
  • Manage the invoicing process for all grantees in MeHI’s RHTP programs.
  • Manage tracking, collecting, and analyzing reports from all grantees in MeHI’s RHTP programs.
  • Work closely with the MassTech legal and finance teams to respond to reporting requirements from EOHHS and/or CMS.
  • Work closely with the RHTP program managers to ensure project milestones and reporting requirements are met.
  • Attend RHTP PMO meetings with Deloitte and EOHHS RHTP team and load requested information into EOHHS’s grant tracking system
Database Management
  • Maintain program documentation in MassTech databases, including iCerits and AirTable, and in external databases as required by EOHHS and/or CMS.
  • Serve as MeHI’s primary contact with MassTech and EOHHS stakeholders for all internal and external databases as related to MeHI’s RHTP programs.
  • Extract, gather, analyze, and prepare data as needed to respond to reporting requirements for RHTP.

Perform additional tasks that may be assigned from time to time by the MeHI Director or their designee.

Experience
  • A minimum of five years of program and/or project management experience
  • Minimum two years' experience with state and/or federal grant management
  • Experience managing multiple stakeholders
Knowledge, Skills and Abilities
  • Excellent verbal and written communication skills
  • Extremely organized and highly motivated, a self-starter with initiative, who is able to effectively prioritize work at hand and work independently
  • Strong interpersonal skills to manage relationships at all levels, internal and external to MeHI
  • Flexibility in approach and willingness to adapt when necessary
  • Ability to seek out answers for difficult situations or questions
  • Excellent computer skills, including knowledge and experience using Microsoft Office (Word, Excel, Outlook, PowerPoint,) SharePoint, and Microsoft Teams
  • Experience using contract management software, Salesforce, or AirTable, a plus
  • Must be able to travel between MassTech office locations as needed and attend off-site meetings (often not accessible by public transportation)

This position requires candidates to be able to work at our Westborough, Massachusetts office at least two days per week. This is not a fully remote position.

The salary range for this position is $90K - $93K annually, depending on experience and qualifications. Final compensation will be determined based on the candidate’s background, skills, and internal equity.
