Qualifications

Responsibilities

  • Advise on policy development, implementation, and governance in IT modernization.
  • Analyze laws, directives, and regulations for organizational and system impact.
  • Gather and analyze business, functional, and technical requirements.
  • Plan and oversee modernization of legacy enterprise information systems.
  • Perform business process analysis and recommend technology solutions.
  • Collaborate with solution developers and DoW IT agency to align modernization with policy.
  • Develop use cases, workflows, and operational requirements as needed.
  • Evaluate existing systems and identify modernization opportunities to improve efficiency and compliance.

We provide strategic policy analysis and cutting-edge research to both government and private-sector clients. This individual must be capable of producing executive-level analyses, leading cross‑functional initiatives, managing complex stakeholder relationships, and communicating sophisticated technical and policy concepts to diverse audiences.

What we seek:

We are seeking a highly experienced Senior Policy and Information Systems Analyst to serve as a trusted advisor at the intersection of wireless spectrum policy, technology modernization, national security, and information systems. This senior leadership position requires a seasoned professional with more than 20 years of experience, an active Secret or Top Secret security clearance, and demonstrated expertise in policy and information systems analysis and/or development. Specific experience in modernizing information technology systems that support wireless spectrum or telecommunications is desired.

Responsibilities:
  • Serve as a trusted advisor on policy development, implementation, compliance, and governance in support of IT Modernization.
  • Analyze proposed policies, regulations, directives, and legislative requirements to determine organizational and system impacts.
  • Gather, document, and analyze business, functional, and technical requirements.
  • Support the planning and oversight for a program that seeks to modernize and consolidate legacy enterprise information systems.
  • Conduct business process analysis and recommend process improvements and technology solutions.
  • Collaborate with solutions developments, subject matter experts, and DoW’s information technology agency to ensure modernization is aligned to policy.
  • Develop use cases, workflows, system specifications, and operational requirements, as needed.
  • Evaluate existing systems and identify modernization opportunities to improve efficiency and compliance.
Qualifications:
  • Must hold an active Secret or Top Secret Security Clearance and is a U.S. Citizen
  • Bachelor's degree in Public Policy, Information Systems, Computer Science, Business Administration, Engineering, or a related discipline.
  • 10+ years of professional experience in a combination of policy analysis, program management, business analysis, information systems analysis, or system development.
  • Demonstrated expertise in policy development, interpretation, implementation, and compliance.
  • Experience supporting the analysis, design, development, or modernization of information systems.
  • Strong understanding of systems development lifecycle (SDLC) methodologies, including Agile
  • Experience translating policy and business requirements into technical solutions
  • Exceptional written and verbal communication skills.
  • Proven ability to engage effectively with senior executives, technical teams, and external stakeholders.
