Job summary

Huntington Ingalls Industries' Mission Technologies division seeks a Spectrum Certification Engineer to support government programs. The engineer will perform spectrum analysis, prepare DD Form 1494s and EL‑CID files, and provide RF engineering input to SPOs across the acquisition life cycle.

This onsite Fort Meade, MD position requires Secret clearance, DoD spectrum management and NTIA/ITU knowledge, and collaboration with program managers to ensure timely certification actions and compliant

Qualifications

  • 5+ years relevant experience with a Bachelor's in related field; 3 years with a Masters; 9+ years with HS diploma.
  • Experience in DoD spectrum management, RF engineering, or frequency allocation coordination.
  • Working knowledge of NTIA and ITU.
  • Advanced knowledge of relevant tools, equipment, hardware, and software.

Responsibilities

  • Review submitted DD Form 1494s/EL‑CID for completeness and consistency.
  • Compare allocated bands with ITU/NTIA allocations in the NTIA Manual.
  • Coordinate with Service spectrum agencies to provide guidance on coordination requirements.
  • Verify system data on DD Form 1494/EL‑CID for validity and consistency with SPO data.
  • Submit applications to NTIA‑SPS to obtain certification of spectrum support.
  • Prepare MC4EB guidance memos for signature by the ESG PWG Chairman.
  • Prepare Host Nation Coordination Requests (HNCR) for geographical Command RF equipment.
