Job summary

Baltimore County Office of Law seeks an Appraiser to review appraisals and assist in the acquisition and disposal of real property. You will assess appraisals for Federal, State and County projects and help determine equitable compensation.

Requirements include a bachelor's degree in real estate or related field and at least two years of real property appraisal experience. Substitution rules apply; transcripts/certifications must be attached with the application.

Qualifications

  • Bachelor's degree in real estate, economics, property law, business or public administration, or closely related field.
  • Two years' experience in real property appraisal.
  • Qualifying education may be substituted for required experience on a year-for-year basis up to two years.
  • Proof of licenses/certifications and education must be submitted with each application.
  • Failure to submit required documents will result in disqualification.

  • Reviews and analyses staff and fee appraisals and appraisals of takings by property owners.
  • Analyzes engineering information and inspects properties to estimate number of appraisals, costs and land values.
  • Recommends just compensation for acquisition and disposal of real property.
  • Prepares appraisals and cost estimates to determine total cost of rights-of-way.
  • Confers with County, Federal, and State appraisal personnel evaluating new procedures and policies.

Pay Schedule I, Grade 30, 35 hours per week

Under general supervision, reviews appraisals to ascertain equitable property prices and values for the purpose of the acquisition and disposal of real property; and does related work as required.

Essential Job Functions
  • Reviews appraisals in connection with Federal, State, and County projects for accuracy, standards, format, value and procedures.
  • Reviews and analyses staff and fee appraisals and appraisals of takings furnished by property owners.
  • Analyzes engineering information and inspects properties to estimate the number of appraisals, necessary costs, and land values.

Graduation from an accredited college or university with a bachelor's degree, preferably with courses in real estate, economics, property law, business or public administration, or a closely related field

PLUS

two years' experience in real property appraisal.

(Qualifying education may be substituted for the required experience on a year for year basis up to a maximum of two years. Qualifying experience may be substituted for the required education on a year for year basis up to a maximum of four years.)

  • Skill in preparing appraisal reports and maintaining records.

Licenses and Certificates

Possession of a valid license to legally operate any class of vehicle or equipment necessary to perform the duties of the position is required at the time of appointment.

Some positions may require certification as a Certified Residential Real Estate Appraiser by the State of Maryland Commission of Real Estate Appraisers and Home Inspectors.

All licenses and certifications must be maintained throughout employment.

Examination Procedure

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions

The work of this classification is essentially sedentary with occasional walking, standing, lifting or other restricted physical activity. Positions may require traveling between work sites.
