  • Assists the public by telephone, e-mail, and personal contact; answers complaints; explains appraisal procedures; and answers questions pertaining to tax values.
  • Assist in the management of all appeals of real estate tax values. Assist in preparing for appeal hearings with the Board of Equalization & Review.
  • Performs related work as assigned.

Job description

GENERAL STATEMENT OF DUTIES

Performs research and analysis that supports the appraisal and determination of value of residential and commercial properties for the Tax Department.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs work involving support and analysis in determining the appraised value of residential properties for tax purposes in the county. Work involves managing and maintaining building permit workflows that are sent to real estate appraisers. Reviewing and analyzing real estate sales and tax records on spreadsheets and databases. Managing the real property appeal workflow which includes set-up, scheduling, and notification of appraiser and appeal board decisions. Primary contact for information on real estate tax records. Tact and courtesy are required in frequent dealings with the public by telephone, email, and in person. Work is performed under general supervision and is evaluated through observation for conformity to establish departmental appraisal standards.

DUTIES AND RESPONSIBLITIES
Essential Duties and Tasks
  • Reviews permit, listing, and legal documents to determine proper workflow assignment to real estate appraisers.
  • Reviews and qualifies sales of properties using sales databases and spreadsheets.
  • Assists the public by telephone, e-mail, and personal contact; answers complaints; explains appraisal procedures; and answers questions pertaining to tax values.

  • Performs related work as assigned.
RECRUITMENT STANDARDS
Knowledge, Skills and Abilities
  • Considerable knowledge of real estate law and real estate markets.
  • Knowledge of MS Office including Excel.
  • Ability to communicate courteously and effectively about tax records and property taxes.
  • Working knowledge of GIS land record systems.
  • Ability to research and analyze real estate sales information on data bases and spreadsheets.
Minimum Qualifications

Associates Degree in a business, finance or office technology and one year of experience in real estate work.

OR

High School diploma or GED and three years of experience in real estate work.

Preferred:

Experience in real estate sales or appraisal office, paralegal or mortgage loan office. Proficiency with various Microsoft programs, particularly Excel.

Physical Demands and Work Conditions
  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, talking and hearing.
  • Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data and statistics, operate a computer terminal and use measuring devices.
