Definition
The Resource & Referral Program Manager will provide supervision, leadership and support to Southern Nevada Resource & Referral (R&R) staff. This position is responsible for working closely with the Division of Welfare and Supportive Services (DWSS) to provide R&R programming and Wraparound Case Management services to families and child care providers. This position requires knowledge of the Child Care and Development Fund (CCDF) Subsidy and Resource & Referral Programming and Evidence-based Wraparound Case Management.

Program Coordinators, Program Specialists, Wrap Around Case Managers and Program Support staff
Duties
- Achieve an understanding of agency mission, strategic focus areas, culture, and overall goals and objectives and contribute to the success of these areas
- Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and Internal Program Manuals
- Oversee wrap-around case management services for families in need, ensuring comprehensive support tailored to individual requirements.
- Manage a team of case managers and resource and referral specialists who provide guidance and support to families ensuring access to vital services and resources
- Ensure evidence-based wraparound case management model is followed by all assigned staff and support staff in adhering to the model
- Work with Program Coordinators to continually update program handbook to ensure program implementation is following best practice
- Assist in the development of program budgets, monitor through monthly financial review, and adhere to finalized budget
- Manages R&R staff, providing guidance and oversight for activities including Family, Friend, and Neighbor (FFN) registration and monitoring, licensed child care provider registration and support, Out-of-School Time (OST) provider registration and support, and parent and provider referral services
- Oversight of statewide Child Care Subsidy Program wait list
- May represent the agency in relation to CCDF Contract and participate in related meetings; support on-going relationships with State and other CCDF contractors
- Work with Program Director to monitor and evaluate program effectiveness through collecting and analyzing data and use data in decision making to inform continuous improvement efforts
- Recruit, hire, evaluate job performance and contribute to staff development for direct reports
- Responsible for the training and orientation of new Coordinators to include data systems, DWSS program requirements, evidence-based case management, and standard operating procedures
- Provide leadership and support to assigned staff, including their overall supervision, performance planning and evaluation
- Models communication and behavior that aligns with The Children's Cabinet culture, guiding principles, and values
- Lead team meetings and attend and participate and agency staff meetings and other events
- Assist in the ongoing strengthening of the Cabinet's partnership with DWSS
- Performs other tasks as assigned
Minimum Qualifications
Knowledge of
- Child development, quality child care, and work/family issues

- HR practices and wage and hour regulations

- Implement DWSS regulation changes in a timely manner
- Be flexible in a fast-paced environment
- Be physically capable of performing all job duties, which may require lifting up to 25 pounds
Special Requirements
- Bachelor's degree in ECE or related field and 5 years of early childhood experience, or equivalent education and experience in early childhood education
- Minimum 3 years of supervisory experience
- Must have reliable transportation, possess a valid Nevada Driver's License, and have current insurance if using a personal vehicle for company work
- Requires travel in state and out of state for training and/or home visits

- Communication: Effective communication is critical for program managers to ensure that all team members, Program Director, and stakeholders are informed and aligned. This includes written communication, such as status reports and documentation, as well as verbal communication, such as meetings and presentations.
- Adaptability: Program managers must be adaptable and able to navigate changes and uncertainties that may arise in their program(s). This includes adjusting plans and priorities as needed to ensure successful program delivery and that the Program Director is informed.
- Continuous Improvement: Program managers should continuously seek opportunities to improve processes, methodologies, and outcomes within their programs. This involves input on clear models and research as well as gathering feedback, analyzing performance metrics, and implementing changes to drive greater efficiency and effectiveness.

- Partnerships: Program managers need to identify key community partners and stakeholders who can contribute to or be affected by the program.
